Wakil Menteri Keuangan (Wamenkeu) Suahasil Nazara menjelaskan bahwa langkah ini memungkinkan Kementerian dan Lembaga (K/L) kembali menggunakan dana untuk mendukung program prioritas nasional. Pembukaan blokir ini merupakan tindak lanjut dari Instruksi Presiden (Inpres) Nomor 1 Tahun 2025 tentang Efisiensi Belanja dalam APBN dan APBD 2025.
Pada 7 Maret 2025, Menteri Keuangan melaporkan pelaksanaan Inpres tersebut kepada Presiden. “Kami minta izin melakukan refocusing, relokasi, dan buka blokir agar belanja K/L lebih tepat sasaran sesuai prioritas pemerintah,” kata Suahasil dalam konferensi pers APBN Kita, Rabu (30/3), dikutip dari laman Kemenkeu.
Berikut Efek Langsung dan Tak Langsung Pembukaan Blokir Anggaran Selanjutnya, Suahasil memaparkan bahwa efisiensi anggaran 2025 mencakup 99 K/L dengan total penghematan Rp256,1 triliun. Selain itu, pemerintah juga memotong alokasi transfer ke daerah sebesar Rp50,6 triliun.
Dampak Langsung Pembukaan Blokir Anggaran
Pembukaan blokir anggaran langsung meningkatkan realisasi belanja K/L. Setelah blokir dibuka pada Maret, belanja K/L melonjak signifikan.
Pada Januari, realisasi belanja hanya Rp24,7 triliun,naik menjadi Rp83,6 triliun di Februari, dan melesat hingga Rp196,1 triliun pada akhir Maret.
Khusus bulan Maret, total belanja K/L mencapai Rp113,6 triliun—lebih tinggi daripada akumulasi dua bulan sebelumnya. “Ini menunjukkan akselerasi belanja yang mencapai 16,9 persen dari total APBN. Kami akan terus memantau agar K/L dapat mendukung prioritas pembangunan,” ujar Suahasil.
Data Kemenkeu menunjukkan, belanja K/L hasil restrukturisasi mencapai Rp5,2 triliun pada Februari dan naik menjadi Rp24,7 triliun di Maret. Sementara itu, belanja K/L lainnya yang semula hanya Rp22,8 triliun (Februari) melonjak menjadi Rp171,3 triliun setelah blokir dibuka.
Latar Belakang Kebijakan Efisiensi
Sebelumnya, pemerintahan Presiden Prabowo Subianto melakukan efisiensi besar-besaran dengan memotong anggaran belanja kabinet hingga Rp360 triliun. Presiden meminta K/L dan pemerintah daerah memangkas pos anggaran tidak esensial. Kebijakan ini tertuang dalam Inpres Nomor 1 Tahun 2025 yang diterbitkan pada 22 Januari 2025.
Beberapa kementerian mengalami pemotongan drastis, seperti Kementerian PU (70 persen) dan Kemenko Perekonomian (52 persen).
Selain menekan pemborosan, kebijakan ini bertujuan mengalihkan dana untuk program prioritas, seperti makan siang gratis bagi siswa dan ibu hamil serta penciptaan lapangan kerja.
Pemerintah terus memantau perkembangan realisasi anggaran setelah pembukaan blokir ini. Selanjutnya, Kementerian Keuangan akan mempercepat penyerapan belanja K/L guna mendorong pertumbuhan ekonomi.
Pada akhirnya, pembukaan blokir anggaran ini menjadi bukti komitmen pemerintah dalam meningkatkan efektivitas belanja negara. Oleh karena itu, kolaborasi antara pemerintah pusat dan daerah menjadi kunci sukses pelaksanaan program prioritas.
