YOGYAKARTA, Desapenari.id – Kejaksaan Negeri Sleman akhirnya membongkar sebuah kasus yang diduga bermasalah. Dan siapa lagi kalau bukan orang penting tersebut? Bambang, saat ditemui di Kantor Kejaksaan Negeri Sleman pada hari Selasa (30/9), dengan jelas menyebutkan inisial sang tersangka, yaitu SP. Dengan kata lain, inisial SP ini merujuk langsung pada Sri Purnomo, sang mantan Bupati Sleman yang pernah berkuasa selama dua periode berturut-turut.
Lalu, bagaimana ceritanya sampai dia menjadi tersangka? Bambang kemudian membeberkan alasan di balik penetapan tersangka ini. Menurut penjelasannya, hasil penyidikan mengungkap sebuah fakta mengejutkan: Sri Purnomo, selaku bupati saat itu, dengan sengaja diduga telah memberikan dana hibah pariwisata kepada kelompok masyarakat di sektor pariwisata. Namun yang bikin heboh, pemberian dana ini sama sekali bertentangan dengan perjanjian hibah yang ada. Bahkan, keputusan resmi Menteri Pariwisata dan Ekonomi Kreatif yang tercantum dalam nomor KM/704/PL.07.02/M-K/2020 tanggal 9 Oktober 2020 pun konon dilanggar!
Nah, lho! Kira-kira apa modusnya? Bambang pun melanjutkan paparannya tentang modus operandi yang diduga kuat digunakan oleh Sri Purnomo. Ternyata, begini trik licinnya: dia menerbitkan Peraturan Bupati (Perbup) Nomor 49 tahun 2020 tentang pedoman pemberian hibah pariwisata. Perlu dicatat, peraturan ini diterbitkan persis pada tanggal 27 November 2020, yang notabene setelah keputusan menteri yang dilanggarnya.
Lantas, apa isi peraturan kontroversial itu? Bambang dengan gamblang menjelaskan bahwa Perbup ini secara spesifik mengatur tentang alokasi hibah. Yang lebih mencurigakan lagi, peraturan ini juga menetapkan penerima hibah pariwisata, yaitu kelompok masyarakat di sektor pariwisata yang berada di luar desa wisata dan desa rintisan wisata yang telah ada sebelumnya. Dengan demikian, seolah-olah dia membuat aturan sendiri untuk “melegalkan” channel penyaluran dana yang tidak sesuai aturan utama.
Lalu, berapa besar kerugian yang diderita negara? Ini nih yang bikin melongo! Berdasarkan laporan audit perhitungan kerugian negara yang dilakukan oleh BPKP DIY, tindak pidana korupsi terkait hibah pariwisata Sleman tahun 2020 ini menyebabkan kerugian keuangan negara yang sungguh luar biasa, yaitu sebesar Rp 10.952.457.030! Bayangkan saja, uang rakyat yang seharusnya untuk memajukan pariwisata justru menguap begitu saja.
Karena perbuatannya yang berat ini, jaksa pun menjeratnya dengan pasal-pasal yang tak main-main. Pasal yang disangkakan kepada Sri Purnomo meliputi Pasal 2 ayat (1) juncto Pasal 18 Undang-Undang Tipikor, beserta Pasal 3 juncto Pasal 18 dari undang-undang yang sama. Selain itu, Pasal 55 ayat (1) ke-1 KUHP juga ikut disangkakan untuk memperkuat dakwaan. Artinya, jeratan hukumnya sangatlah serius dan berlapis.
Akan tetapi, ada yang perlu diperhatikan. Saat ini, para penyidik dari Kejari Sleman baru menyelesaikan langkah pertama, yaitu menaikkan status Sri Purnomo dari saksi menjadi tersangka. Oleh karena itu, mereka belum melakukan penahanan terhadap mantan bupati tersebut. Pada akhirnya, semua mata kini tertuju pada proses hukum selanjutnya yang akan dijalani oleh Sri Purnomo. Sebagai penutup, Bambang menegaskan, “Jadi saat ini, hari ini, baru dilakukan penaikan status dari saksi menjadi tersangka. Ya saat ini baru menetapkan itu.” Nantikan kelanjutan drama hukum ini!
