Alasan utama kebijakan ini adalah karena sampah ini dikategorikan sebagai sampah spesifik langsung akibat bencana banjir. “Karena ini darurat, kita harus bertindak cepat. Seluruh sampah dalam jangka waktu paling lama satu bulan ini akan kita angkut semua ke Suwung untuk ditangani secara khusus di sana,” jelas Hanif dengan penuh keyakinan. Namun, ia juga mengingatkan, “Proses pembersihan sampah sisa yang menyumbat sungai dan saluran air mungkin masih membutuhkan waktu beberapa hari lagi.”
Lebih jauh, Hanif memberikan analisis mendalam dengan menyoroti akar masalahnya. Ia berpendapat bahwa kondisi alam Bali saat ini sudah tidak lagi mampu menahan curah hujan yang sangat tinggi.
