Desapenari.id – Menjelang momen Natal dan Tahun Baru, Balai Besar Pengawas Obat dan Makanan (BBPOM) di Bandar Lampung baru saja membongkar praktik jual beli pangan yang mengkhawatirkan. Tim mereka dengan sigap menemukan bumbu masak yang sudah kedaluwarsa, makanan kaleng yang penyok, hingga frozen food yang izin edarnya tidak sesuai aturan. Semua produk bermasalah ini masih dengan bebas dijajakan kepada masyarakat. Temuan mengejutkan ini merupakan hasil dari gelombang pengawasan intensif yang sengaja digelar BBPOM Lampung untuk mengamankan pangan selama masa Nataru 2025/2026. Lebih lanjut, operasi pengawasan ketat ini telah mereka mulai sejak 28 November 2025 lalu dan rencananya akan terus berjalan serentak hingga 3 Januari 2026 mendatang.
Hingga saat ini, tim BBPOM Lampung telah berhasil melakukan pemeriksaan mendadak terhadap 16 sarana perdagangan di lima wilayah kunci. Kelima wilayah tersebut yaitu Bandar Lampung, Metro, Lampung Selatan, Lampung Tengah, dan Pringsewu. Kepala BBPOM Lampung, Bagus Heri Purnomo, dengan tegas mengungkapkan bahwa pihaknya telah menemukan total 126 unit produk bermasalah. Produk-produk ini mereka amankan dari berbagai level, mulai dari tingkat distributor, ritel modern, hingga ke ritel tradisional sekalipun.
Secara khusus, kategori bumbu masak serta makanan dan minuman kaleng menjadi sorotan paling kritis selama penggerebekan ini. Pasalnya, kedua kategori ini sangat erat kaitannya dengan masalah tanggal kedaluwarsa dan kerusakan fisik. “Kami mendapati produk kedaluwarsa paling banyak justru pada kategori bumbu masak. Sementara untuk produk rusak, rata-rata adalah makanan kaleng yang sudah penyok. Kami langsung minta agar segera dimusnahkan di tempat,” jelas Bagus Heri Purnomo. Tanpa menunggu lama, BBPOM langsung menginstruksikan pengelola ritel untuk memusnahkan produk tersebut di lokasi. Tindakan cepat ini mereka ambil dengan satu tujuan utama: mencegah produk berbahaya itu terbeli oleh konsumen yang tidak curiga. “Untuk langkah selanjutnya, kita sudah minta pihak ritel agar segera melakukan pemusnahan,” tegasnya.
Namun, temuan lain yang tak kalah mencengangkan datang dari sektor frozen food alias makanan beku. BBPOM Lampung menemukan ketidaksinkronan izin edar pada produk-produk ini saat melakukan sidak di dua lokasi berbeda di Bandar Lampung, tepatnya pada Rabu (17/12/2025). Petugas dengan cermat menemukan produk frozen food yang hanya mengantongi izin P-IRT (Pangan Industri Rumah Tangga). Padahal, aturan mainnya sudah sangat jelas: secara hukum, produk olahan beku wajib memiliki izin MD (Makanan Dalam Negeri) dari Badan POM. “Kami temukan produk frozen yang izinnya masih P-IRT. Seharusnya produk semacam itu wajib menggunakan izin MD,” ungkap Bagus Heri. Karena itu, pihaknya berencana akan segera berkoordinasi dan melakukan konfirmasi ke pemerintah daerah yang awalnya mengeluarkan izin P-IRT tersebut. “Kita akan koordinasi dengan Pemda agar ke depannya para pelaku usaha segera beralih ke izin MD. Ini demi standardisasi keamanan pangan yang lebih terjamin,” jelasnya lebih lanjut. Bagus dengan lugas menekankan bahwa keamanan kandungan pada produk yang menyalahi aturan seperti ini sangat berisiko bagi kesehatan masyarakat.
Selaku pihak berwenang, Bagus kembali menegaskan bahwa pengawasan intensif ini akan terus mereka lakukan tanpa henti. Komitmen ini bertujuan untuk menjamin keamanan pangan dan konsumsi masyarakat menjelang dan selama masa Nataru. “Kami pastikan pengawasan intensif ini akan terus berlanjut hingga 3 Januari 2026. Ini semua demi menjamin keamanan pangan masyarakat di masa Nataru ini,” kata dia.
Lalu, sebenarnya seperti apa aturan main untuk izin frozen food ini? BPOM selalu mengingatkan pentingnya mengurus izin edar, termasuk bagi pelaku Usaha Mikro, Kecil, dan Menengah (UMKM) di bidang frozen food. Menurut BPOM, tidak hanya perusahaan besar saja yang diharuskan memiliki izin edar. Karena termasuk dalam kategori pangan olahan, produk pangan beku secara tegas diwajibkan untuk memiliki izin edar. Kewajiban ini berdasar pada Undang-Undang Nomor 18 Tahun 2012 tentang Pangan dan Peraturan Pemerintah Nomor 86 Tahun 2019 tentang Keamanan Pangan. Dalam pasalnya tertulis jelas: “setiap pangan olahan yang diproduksi di dalam negeri atau yang diimpor untuk diperjualbelikan dalam kemasan eceran wajib mempunyai izin edar”.
Lalu, kapan frozen food wajib punya izin edar? Ternyata, kewajiban ini sangat ditentukan oleh masa simpan olahan beku tersebut. Contohnya, produk beku yang memiliki masa simpan kurang dari 7 hari dan diproduksi berdasarkan pesanan (by order) tidak wajib memiliki izin edar. Sebaliknya, olahan pangan beku yang memiliki masa simpan 7 hari atau lebih dan diproduksi secara massal, maka izin edar BPOM menjadi suatu keharusan mutlak. Jadi, masyarakat perlu lebih cermat dan kritis sebelum membeli.
