Hasilnya, kami amankan sejumlah uang dengan total USD 1,6 juta, empat unit kendaraan roda empat, serta lima bidang tanah dan bangunan,” ujar Budi dengan penuh keyakinan.
Meskipun demikian, Budi dengan sangat hati-hati enggan mengungkap identitas pemilik sah dari harta kekayaan yang disita tersebut. Alasannya, KPK masih akan terus mendalami dan mengembangkan penyelidikan untuk mengungkap seluruh jaringan mafia yang terlibat dalam praktik jual beli kuota ibadah haji pada 2024. “Terlebih, dugaan kerugian keuangan negara yang diakibatkan dari tindak pidana korupsi ini mencapai nilai yang sangat fantastis,” tambah Budi, semakin mempertegas betapa seriusnya kasus ini.
Ternyata, nilai kerugian negara dalam skandal ini benar-benar di luar dugaan banyak pihak. Bahkan, KPK memperkirakan kerugiannya melampaui angka Rp 1 triliun! Oleh karena itu, KPK pun tidak main-main dan telah menaikkan level pengusutan kasus ini dari sekadar penyelidikan menjadi penyidikan resmi. Alasannya, mereka telah menemukan cukup bukti adanya peristiwa yang diduga kuat sebagai tindak pidana korupsi.
Sebagai langkah formal, KPK kemudian menerbitkan Surat Perintah Penyidikan (Sprindik) untuk umum. Dalam proses hukumnya, KPK menggunakan Pasal 2 ayat (1) dan/atau Pasal 3 UU Tindak Pidana Korupsi (Tipikor), yang dikaitkan dengan Pasal 55 Ayat 1 KUHP. Pasal kunci ini secara khusus mengatur tentang perbuatan melawan hukum yang memperkaya diri sendiri atau orang lain dan menyebabkan kerugian negara yang sangat besar. “Di mana dalam perkara ini (kuota haji) hitungan awal dugaan kerugian negaranya lebih dari 1 triliun,” tegas Budi pada Senin (11/8/2025) lalu.
