MALANG, Desapenari.id – Pemandangan tiang dan kabel berjubel bak sarang laba-laba di langit-langit Kota Malang akhirnya mendapat perhatian serius! DPRD Kota Malang sekarang bersiap menggodok Rancangan Peraturan Daerah (Raperda) ducting alias penanaman kabel yang ditargetkan mulai dibahas tahun 2026. Tanpa basa-basi lagi, langkah strategis ini langsung diambil sebagai respons atas kondisi kabel udara yang kian hari kian tidak karuan. Lebih dari itu, desakan keras juga datang langsung dari warga yang setiap hari merasa was-was, karena kusutnya kabel dinilai mengancam keselamatan pengguna jalan.
Menyikapi hal ini, Wakil Ketua Komisi C DPRD Kota Malang, Dito Arief Nurakhmadi, dengan tegas menyatakan bahwa penataan kabel sudah menjadi kebutuhan yang sangat mendesak. Selama ini, faktanya setiap penyedia layanan telekomunikasi seenaknya memasang tiang dan kabelnya masing-masing tanpa koordinasi, sehingga akhirnya menciptakan kesan berantakan di seluruh penjuru kota. “Coba Anda lihat sekeliling, sekarang hampir semua provider itu punya ‘kerajaan’ tiangnya sendiri-sendiri. Pola ini jelas tidak efisien dan secara visual membuat kota kita terlihat sangat semrawut,” papar Dito pada Minggu (4/1/2025).
Oleh karena itu, DPRD bersama Pemerintah Kota (Pemkot) Malang saat ini sedang menggeber penyusunan rancangan Peraturan Daerah (Perda) tentang ducting atau infrastruktur kabel terpadu. Melalui regulasi yang bakal ‘game changer’ ini, ke depan hanya akan ada satu sistem infrastruktur super yang bisa dipakai bersama secara kolektif oleh seluruh provider. “Konsepnya nanti simpel: satu infrastruktur untuk semua provider! Pemerintah daerah yang akan menyiapkan tiang atau sistem ducting terpadunya. Nantinya, provider cukup menyewa saja. Dengan cara cerdas seperti ini, kabel pasti lebih tertata dan yang paling menarik, ini akan memunculkan sumber Pendapatan Asli Daerah (PAD) yang baru,” beber Dito dengan semangat.
Selain itu, Dito juga punya pandangan visioner bahwa penataan kabel ini dampaknya jauh lebih besar dari sekadar membuat kota rapi. Menurutnya, langkah ini akan secara signifikan meningkatkan keamanan ruang publik. Bayangkan saja, kabel yang tertata rapi secara otomatis akan meminimalkan risiko kecelakaan seperti putus atau tersengat listrik, sekaligus mempermudah proses pengawasan dan perawatan oleh pihak berwenang. Namun demikian, dia dengan bijak menegaskan bahwa proses penataan kabel ini mustahil dilakukan secara instan dalam satu malam. “Kita harus realistis, tidak mungkin semua area langsung kita rapikan sekaligus. Semuanya harus bertahap dan yang paling penting, diawali dengan perencanaan yang sangat matang,” tegasnya.
Nah, sekarang ini, DPRD Kota Malang memang masih berada pada tahap awal yang krusial, yaitu mendorong penyusunan Naskah Akademik sebagai fondasi pembentukan Perda ducting. Dalam kajian mendalam tersebut, pemerintah daerah juga akan jeli mempelajari best practice penerapan penataan kabel di kota-kita lain yang sudah lebih dulu bergerak. Dito secara spesifik menyebut Kota Bandung dan Solo sebagai contoh nyata daerah yang sukses melakukan penataan kabel dengan sistem terintegrasi. “Di beberapa kawasan mereka, kabel bahkan sudah berhasil ‘ditidurkan’ di bawah tanah atau distel rapi menggunakan satu tiang milik pemerintah. Pengalaman berharga dari daerah lain ini pasti akan kita jadikan referensi utama agar penataan kabel di Malang berjalan efektif dan tidak salah langkah,” jelasnya.
Rencana pembahasan Perda ducting sendiri sudah terjadwal untuk dimulai pada 2026 mendatang. DPRD berharap besar bahwa kebijakan progresif ini dapat menjadi langkah awal monumental untuk mewujudkan Kota Malang yang lebih rapi, aman, dan tertata. “Dengan hanya satu sistem yang terintegrasi, keberadaan kabel di ruang publik bisa sepenuhnya kita kendalikan. Alhasil, wajah Kota Malang juga akan tampak lebih indah dan modern, karena kabel sudah rapi tanpa ada lagi yang semrawut mengganggu pemandangan,” pungkas Dito dengan penuh keyakinan.
