JAKARTA, desapenari.id – Kebijakan pemerintah soal pembayaran royalti untuk pemutaran lagu di tempat komersial kini berdampak ke bus antar kota.
Sejumlah penumpang mengaku kecewa karena lagu-lagu dangdut, yang sebelumnya menjadi ciri khas perjalanan, kini tak lagi diputar.
“Sayang banget, gara-gara keserakahan pemerintah soal royalti, penyanyi Indonesia enggak bisa promo lagu gratis di bus antar kota,” jelas Rexy (30), salah satu penumpang bus antar kota di Terminal Tanjung Priok, Jakarta Utara, Selasa (19/8/2025).
Rexy mengaku suasana di bus terasa sepi karena musik tidak lagi diputar sepanjang perjalanan.
Menurutnya, pemutaran lagu dangdut tidak hanya menghibur penumpang tetapi juga menjadi media promosi efektif bagi penyanyi Indonesia.
“Kadang ketika naik bus saya jadi tahu oh ada lagu dangdut ini dan enak karena sepanjang perjalanan diputar ulang, lama-lama saya kepo sama penyanyinya. Nanti di rumah saya malah memutar ulang lagu-lagu itu,” tambah Rexy.
Penumpang lain, Erni (29), juga menyayangkan kebijakan tersebut. Ia menilai pemutaran musik di bus merupakan hiburan murah yang mengurangi kebosanan selama perjalanan.
“Aneh sama negeri ini, apa-apa diduitin. Padahal musik hiburan paling murah untuk rakyat dan enggak perlu keluar uang banyak,” ujar Erni.
Royalti lagu
Direktorat Jenderal Kekayaan Intelektual (DJKI) Kementerian Hukum menegaskan bahwa setiap pelaku usaha yang memutar musik di ruang publik, termasuk restoran, kafe, toko, pusat kebugaran, hingga hotel, wajib membayar royalti kepada pencipta dan pemilik hak terkait.
Direktur Hak Cipta dan Desain Industri DJKI, Agung Damarsasongko mengatakan aturan ini tetap berlaku meskipun pelaku usaha telah berlangganan layanan musik digital seperti Spotify, YouTube Premium, atau Apple Music.
“Layanan streaming bersifat personal. Ketika musik diperdengarkan kepada publik di ruang usaha, itu sudah masuk kategori penggunaan komersial, sehingga dibutuhkan lisensi tambahan melalui mekanisme yang sah,” kata Agung dalam keterangan tertulis, Senin (28/7/2025).
Pembayaran royalti dilakukan melalui Lembaga Manajemen Kolektif Nasional (LMKN), sesuai amanat Undang-Undang Nomor 28 Tahun 2014 tentang Hak Cipta dan Peraturan Pemerintah Nomor 56 Tahun 2021 tentang Pengelolaan Hak Cipta Lagu dan/atau Musik.
LMKN bertugas menghimpun dan mendistribusikan royalti kepada para pencipta dan pemilik hak terkait.
