“Besok (hari ini), insya Allah akan diumumkan. Kurang lebih 10 nama. Iya, (Presiden Soeharto) masuk,” ujar Prasetyo di Kertanegara, Jakarta Selatan, Minggu (9/11/2025). Meskipun Prasetyo belum menyebutkan kesembilan nama lainnya, ia dengan tegas menegaskan bahwa semua tokoh yang terpilih telah dinilai memberikan kontribusi dan jasa yang sangat besar bagi negara. “(Ke-10 tokoh tersebut) sudah pasti memiliki jasa yang luar biasa terhadap bangsa dan negara,” ucapnya penuh keyakinan.
Perjuangan Panjang Tiga Kali Pengusulan

Ternyata, nama Soeharto pertama kali masuk dalam pembahasan Dewan Gelar way back pada tahun 2010, tepatnya di era pemerintahan Presiden Susilo Bambang Yudhoyono. Akan tetapi, pada waktu itu, pengusulannya belum bisa dilanjutkan. Pemerintah kala itu beralasan bahwa masih diperlukan proses “pengendapan” untuk menilai segala sesuatunya.

Barulah pada tahun 2025 ini, usulan untuk ketiga kalinya akhirnya dibahas secara serius dan berujung pada keputusan final: Soeharto ditetapkan sebagai penerima gelar Pahlawan Nasional. Dengan demikian, butuh waktu yang sangat lama, yakni 15 tahun, bagi Soeharto untuk akhirnya memperoleh pengakuan ini.
“Termasuk nama Presiden Soeharto itu sudah tiga kali bahkan diusulkan, ya. Dan juga beberapa nama lain, ada yang dari 2011, ada yang dari 2015,” jelas Menteri Kebudayaan Fadli Zon usai mengikuti rapat terbatas dengan Presiden Prabowo Subianto di Istana Kepresidenan, Jakarta, Rabu (5/11/2025).
Proses Berlapis yang Dimulai dari Akar Rumput
Lantas, bagaimana sebenarnya proses penetapan gelar ini? Fadli Zon, yang juga menjabat sebagai Ketua Dewan Gelar, Tanda Jasa, dan Tanda Kehormatan (GTK), membeberkan bahwa pengusulan gelar pahlawan sama sekali bukan sekadar urusan administratif belaka. Setiap nama yang diajukan harus melewati proses penilaian yang sangat berlapis dan ketat, yang justru dimulai dari tingkat paling bawah, yaitu kabupaten/kota.
“Jadi, proses dari pengusulan pahlawan nasional ini adalah proses dari bawah, dari masyarakat, dari kabupaten, kota. Kemudian di sana ada tim peneliti yang terdiri dari para pakar dari berbagai latar belakang,” papar Fadli dengan detail. Setelah melalui saringan di tingkat daerah, berkas calon tokoh kemudian naik ke tingkat provinsi. Dari sana, proses berlanjut ke Tim Peneliti dan Pengkaji Gelar Tingkat Pusat (TP2GP) Kementerian Sosial untuk dikaji lebih dalam lagi.
“Tentu dari kami, dari tim GTK ini, telah melakukan juga kajian, penelitian, rapat ya, sidang terkait hal ini,” tegas Fadli. “Jadi telah diseleksi tentu berdasarkan, kalau semuanya memenuhi syarat ya, jadi tidak ada yang tidak memenuhi syarat,” sambungnya meyakinkan.
Dalam penilaian yang komprehensif itu, Fadli menyoroti salah satu jasa Soeharto yang menjadi pilar utama penetapannya, yaitu keterlibatannya yang heroik dalam Serangan Umum 1 Maret 1949. Peristiwa bersejarah ini secara khusus disebut sebagai salah satu momen paling krusial karena berhasil mendorong pengakuan dunia internasional terhadap eksistensi Republik Indonesia. “Serangan Umum 1 Maret itu salah satu yang menjadi tonggak Republik Indonesia itu bisa diakui oleh dunia. Karena Belanda waktu itu mengatakan Republik Indonesia sudah cease to exist, sudah tidak ada lagi,” jelas Fadli dengan semangat.
Sorotan Publik dan Ajakan untuk Melihat Sisi Positif
Di sisi lain, keputusan pemberian gelar kepada Soeharto ini nyatanya tidak lepas dari sorotan dan kontroversi publik. Sebanyak 500 akademisi dan aktivis bahkan telah secara vokal menyatakan penolakan mereka atas rencana penganugerahan ini. Namun, Menteri Sosial Saifullah Yusuf atau Gus Ipul dengan lugas menegaskan bahwa Soeharto secara objektif memenuhi semua syarat yang telah ditetapkan oleh pemerintah.
“Ya, Pak Presiden Soeharto memenuhi syarat. Presiden Gus Dur memenuhi syarat. Pejuang buruh Marsinah memenuhi syarat, dan banyak lagi,” kata Gus Ipul saat ditemui di Cempaka Putih, Jakarta Pusat, Minggu (9/11/2025). Gus Ipul mengakui bahwa ia memahami betul perdebatan mengenai rekam jejak Soeharto masih terus hidup di tengah-tengah masyarakat. Meski demikian, ia dengan bijak mengajak seluruh elemen masyarakat untuk melihat sejarah secara utuh dan proporsional.
“Mari kita ingat yang baik-baik, sambil kita catat yang kurang-kurang untuk mudah-mudahan tidak terulang lagi ke depan,” ajaknya penuh harap. Ia pun memastikan bahwa keputusan akhir ini sama sekali bukanlah keputusan yang gegabah, melainkan telah berdasar pada kajian formal dan pertimbangan yang sangat mendalam dari semua pihak yang terlibat. “Siapa pun nanti yang diputuskan oleh Presiden, semuanya telah dinyatakan memenuhi syarat,” pungkas Gus Ipul menutup pembicaraan.
