CIMAHI, desapenari.id – Gubernur Jawa Barat Dedi Mulyadi angkat bicara menanggapi sindiran Wakil Gubernur Erwan Setiawan terhadap Sekretaris Daerah (Sekda) Herman Suryatman. Erwan menilai Herman kerap absen di kantor dan tidak hadir dalam rapat paripurna DPRD. Namun, Dedi dengan tegas membela bawahannya.
Dedi menjelaskan, Herman memiliki alasan kuat untuk tidak menghadiri rapat paripurna DPRD Jabar pada Kamis (19/6/2025). Saat itu, Herman sedang menjalankan tugas penting, yakni mendampingi Menteri Koordinator (Menko) yang meninjau lokasi bencana longsor di Kabupaten Purwakarta.
“Waktu itu dia tidak datang ke paripurna karena sedang menjalankan tugas yang saya berikan,” tegas Dedi saat berbicara di Kota Cimahi, Sabtu (21/6/2025).

Menurut Dedi, pembagian tugas seperti ini wajar dalam struktur pemerintahan, terutama jika Gubernur dan Wakil Gubernur tidak bisa hadir.
“Kalau Menko datang, harus didampingi pejabat setingkat Sekda. Ini bentuk penghormatan kepada pemerintah pusat. Jadi, memang harus ada pembagian tugas,” jelasnya.
Herman Bukan Sekda Biasa, Tapi Eksekutor Lapangan
Dedi tak sekadar membela, ia bahkan memuji Herman sebagai sosok yang lebih dari sekadar administrator.
“Sekda Jabar ini cerdas, cepat mengambil keputusan, dan eksekutif,” ungkap Dedi.
Ia menekankan bahwa Herman bukan tipe pemimpin yang hanya duduk di belakang meja, melainkan langsung turun ke lapangan.
“Biasanya, Sekda hanya urus administrasi. Tapi Sekda Jabar beda, dia berani mengambil risiko dan maju ke depan,” lanjutnya.
Dedi pun memberikan contoh konkret. Di hari yang sama dengan peringatan HUT ke-24 Kota Cimahi, Herman justru fokus pada persoalan kebersihan di Kota Bandung.
“Pagi tadi, dia menghubungi saya, ‘Pak Gubernur, izin. Ada banyak sampah dan monumen yang kotor’,” cerita Dedi menirukan Herman.
Dedi mengungkapkan, latar belakang Herman sebagai alumni IPDN dengan karakter semi-militer membuatnya tangguh di lapangan.
“Saya tanya, ‘Ini kewajiban siapa?’. Dia jawab, ‘Kewajiban saya, saya yang bersihkan sekarang’. Nah, itu buktinya! Kebanyakan Sekda hanya urus administrasi, tapi karena dia punya latar belakang semi-militer, dia benar-benar orang lapangan,” tegas Dedi.
Sebelumnya, Wagub Erwan Setiawan melontarkan sindiran pedas kepada Herman karena dianggap jarang masuk kantor dan tidak pernah hadir dalam rapat paripurna DPRD.
“Sekalian saya tanya, ‘Ke mana saja Sekda?’. Selama saya mewakili Pak Gubernur di paripurna, belum sekali pun dia hadir. Sekarang pun di kantor enggak pernah kelihatan,” ujar Erwan dalam rapat paripurna DPRD Jabar, Kamis (19/6/2025).
Sindiran ini muncul ketika DPRD mengkritik utang Pemprov Jabar ke BPJS Kesehatan sebesar Rp 300 miliar. Menurut DPRD, sebagai Ketua TAPD, Herman seharusnya bertanggung jawab menjelaskan masalah ini.

Herman Suryatman membalas kritik tersebut dengan menjelaskan bahwa ketidakhadirannya karena tugas dinas mendampingi Menko PMK ke Purwakarta.
Ia juga menegaskan bahwa dirinya sedang menjalankan reformasi birokrasi dengan pendekatan ‘sabubukna’—bekerja total dan responsif di lapangan.
“Ini namanya reformasi birokrasi ‘sabubukna’. Bukan cuma duduk di belakang meja,” tegas Herman dalam pernyataan tertulisnya, Jumat (20/6/2025).
Sementara itu, Wakil Ketua DPRD Jabar MQ Iswara berharap masalah seperti ini diselesaikan secara internal di tubuh eksekutif, bukan dibahas di ruang paripurna.
