SURABAYA, Desapenari.id – Muhammad Faridz Afif, Ketua Komisi B DPRD Surabaya, memberikan apresiasi tinggi kepada Pemerintah Kota (Pemkot) Surabaya atas langkah tegas mereka memberantas juru parkir (jukir) liar di berbagai minimarket. Menurutnya, kehadiran jukir liar tidak hanya mengganggu kenyamanan warga, tetapi juga merusak citra kota. Namun, Afif mengingatkan, memberantas praktik ini hingga tuntas membutuhkan usaha ekstra. Pasalnya, jukir-jukir yang biasa “menguasai” minimarket di Surabaya ternyata beroperasi secara terorganisir.
Jaringan Terstruktur, Bukan Individu
Afif menegaskan bahwa jukir-jukir ini tidak bekerja sendiri-sendiri. Mereka membentuk kelompok yang sudah menguasai praktik parkir liar selama bertahun-tahun. “Mereka beroperasi secara sistematis, bukan perorangan. Seseorang tidak mungkin tiba-tiba jadi jukir tanpa dukungan kelompok ini,” ujarnya pada Selasa (10/6/2025).
Mantan Ketua GP Ansor Surabaya ini menjelaskan bahwa setiap jukir di minimarket terhubung dengan jaringan yang lebih besar. Pekerjaan ini dianggap menguntungkan karena tidak memerlukan keahlian khusus atau latar belakang pendidikan tinggi. “Yang penting bisa memaksa pengunjung membayar, meski jelas-jelas tertera tulisan ‘parkir gratis’,” ucapnya.
Afif juga menceritakan bagaimana beberapa minimarket pernah berusaha melawan. Misalnya, manajemen Indomaret dan Indomarco sempat mengambil tindakan karena keluhan pelanggan yang merasa tidak nyaman. Namun, upaya ini seringkali tidak bertahan lama.

Sayangnya, upaya ini hanya bertahan beberapa bulan. “Mereka tidak sanggup menghadapi tekanan dan intimidasi dari kelompok jukir lama. Akhirnya, kontrol kembali jatuh ke tangan mereka,” kisah Afif.
Menurutnya, hal ini membuktikan bahwa memberantas jukir liar tidak bisa dilakukan setengah-setengah. Butuh tindakan tegas dan berkelanjutan dari pemerintah.
Gerakan Serentak: Pemkot, Polisi, TNI, dan Ormas
Afif menyambut positif langkah Pemkot Surabaya yang bergerak bersama kepolisian, TNI, serta ormas untuk membersihkan kota dari praktik premanisme parkir. “Negara tidak boleh kalah dengan preman. Operasi ini harus konsisten dan tidak boleh kendur,” tegasnya.
Ia juga memuji komitmen Wali Kota Eri Cahyadi yang turun langsung memimpin apel pemberantasan jukir liar hingga melakukan penertiban di lapangan. “Gerakan seperti ini harus terus dilanjutkan sampai tuntas,” tambah Afif.
Sebagai politisi muda PKB, Afif berharap upaya Pemkot Surabaya bisa menjadi contoh bagi daerah lain dalam menegakkan ketertiban umum. “Kita tidak ingin ada lagi warga atau pelaku usaha yang merasa terintimidasi oleh oknum-oknum tidak bertanggung jawab,” pungkasnya.
