JAKARTA, Desapenari.id – Direktur Eksekutif Komite Pemantau Pelaksanaan Otonomi Daerah (KPPOD), Herman Suparman, mendesak Kementerian Dalam Negeri (Kemendagri) segera menggelar pertemuan dengan Pemerintah Aceh dan Sumatera Utara (Sumut). Tujuannya, menyelesaikan polemik alih administrasi empat pulau yang memicu ketegangan antara kedua daerah.
Arman—sapaan akrab Herman—menegaskan, dialog harus segera dilakukan karena Aceh masih belum menerima keputusan Kemendagri. Empat pulau yang jadi sorotan adalah Mangkir Besar, Mangkir Kecil, Panjang, dan Lipan.
“Aceh jelas belum puas dengan keputusan ini. Karena itu, kami mendorong Kemendagri sebagai perwakilan pemerintah pusat untuk membuka ruang diskusi antara Aceh dan Sumut,” ujarnya kepada Desapenari.id, Rabu (11/6/2025).
Transparansi Kunci Penyelesaian
Dalam dialog nanti, Arman berharap Kemendagri bisa menjelaskan secara rinci alasan di balik keputusan memindahkan kewenangan empat pulau ke Sumut. “Apa dasar pertimbangannya? Kriteria apa yang dipakai? Masyarakat Aceh butuh kepastian,” tegasnya.
Selain itu, ia menyarankan Kemendagri belajar dari kasus ini agar konflik serupa tidak terulang. Salah satu solusinya, Kemendagri perlu membuat pedoman resmi tentang kriteria penetapan batas wilayah administrasi. “Dengan aturan yang jelas, baik pemda maupun masyarakat tidak lagi kebingungan,” tambah Arman.
Keputusan Kemendagri Picu Ketegangan
Sebelumnya, Kemendagri menerbitkan Kepmendagri Nomor 300.2.2-2138 Tahun 2025 tentang Pemutakhiran Kode dan Data Wilayah Administrasi. Lewat aturan tertanggal 25 April 2025, Kemendagri memutuskan: empat pulau—Lipan, Panjang, Mangkir Besar, dan Mangkir Kecil—kini resmi berpindah ke wilayah Kabupaten Tapanuli Tengah, Sumut.
Keputusan ini langsung memicu reaksi keras dari Aceh. Pasalnya, sengketa empat pulau ini sudah berlangsung puluhan tahun. Pemerintah Aceh mengklaim memiliki bukti historis kuat, sementara Sumut mengandalkan hasil survei Kemendagri.
Aceh Punya Bukti Sejarah, Sumut Andalkan Survei
Aceh bersikukuh bahwa keempat pulau tersebut merupakan bagian tak terpisahkan dari wilayahnya. Mereka merujuk pada dokumen dan catatan sejarah yang menguatkan klaim tersebut. Di sisi lain, Sumut justru mengacu pada hasil pemetaan terbaru yang dilakukan Kemendagri.
“Ini bukan sekadar soal administrasi, tapi juga harga diri dan kedaulatan,” ujar salah satu perwakilan Pemprov Aceh yang enggan disebutkan namanya.
Masyarakat Menunggu Kepastian
Gesekan antara kedua provinsi ini membuat masyarakat setempat resah. Banyak warga Aceh yang khawatir kehilangan akses terhadap sumber daya alam di keempat pulau tersebut. Sementara itu, warga Sumut berharap keputusan Kemendagri bisa mengakhiri ketidakpastian hukum.
“Kami butuh solusi yang adil. Jangan sampai rakyat jadi korban karena perdebatan pemerintah,” kata Ismail, nelayan asal Aceh yang sering beraktivitas di sekitar Pulau Mangkir Besar.
Pentingnya Mediasi Netral
Arman menekankan, Kemendagri harus bertindak sebagai mediator netral dalam dialog nanti. “Jangan sampai ada pihak yang merasa dikalahkan. Ini tentang keadilan, bukan kemenangan salah satu pihak,” tegasnya.
Ia juga mengusulkan melibatkan pakar hukum tata negara dan sejarah untuk memastikan keputusan final berdasar data akurat. “Dengan pendekatan multidisiplin, solusinya akan lebih holistic,” tambahnya.
