JAKARTA, desapenari.id – Ahmad Nawardi: Pembentukan Koperasi Desa Merah Putih Dari APBN. Ketua Komite IV Dewan Perwakilan Daerah (DPD) Ahmad Nawardi mendorong pemerintah agar memberikan dana stimulus bagi pembentukan koperasi desa merah putih di pedesaan. Menurutnya, masyarakat desa saat ini kesulitan bergerak maju tanpa adanya dukungan pendanaan dari pemerintah.
“Saya mengusulkan agar kementerian dan lembaga terkait melibatkan masyarakat desa dalam setiap tahapan pembentukan koperasi ini, mulai dari konsep, gagasan, perencanaan, hingga pelaksanaan. Oleh karena itu, pemerintah perlu menyiapkan dana stimulus,” tegas Nawardi di Gedung DPD RI Senayan Jakarta, Kamis (8/5/2025).

Senator asal Jawa Timur ini mengungkapkan bahwa dirinya telah menerima banyak aspirasi dari masyarakat terkait rencana Presiden Prabowo Subianto mendirikan koperasi desa merah putih. Sebagian besar masyarakat menyampaikan kekhawatiran mereka tentang dampak koperasi ini terhadap Anggaran Pendapatan dan Belanja Daerah (APBD) serta dana desa.
“Mereka khawatir program ini akan mengurangi alokasi dana untuk pembangunan infrastruktur desa dan program lainnya di tingkat kabupaten,” jelasnya.
Nawardi menambahkan bahwa para bupati juga berharap agar pendanaan koperasi ini tidak bersumber dari APBD, melainkan dari Anggaran Pendapatan dan Belanja Negara (APBN). Baik kepala desa, bupati, maupun gubernur sepakat bahwa dana pembentukan koperasi ini harus berasal dari APBN, bukan dari bank daerah, pemerintah daerah, atau dana desa.
“Kami khawatir jika dana berasal dari bank milik pemerintah atau Himpunan Bank Milik Negara (Himbara), hal ini bisa memicu gagal bayar dan berujung pada kredit macet. Karena itu, pemerintah perlu mengalokasikan dana APBN sebagai stimulus untuk menggerakkan ekonomi desa,” tegas Nawardi.
Ia juga menegaskan bahwa koperasi desa merah putih tidak akan disalahgunakan untuk kepentingan partai politik tertentu. “Nama koperasi ini saja sudah merah putih, sehingga saya yakin tujuannya murni untuk kepentingan bangsa dan negara,” tandasnya.
Dukungan Masyarakat dan Tantangan ke Depan
Nawardi menekankan bahwa partisipasi aktif masyarakat desa sangat penting dalam menjalankan koperasi ini. Tanpa keterlibatan mereka, program ini berisiko tidak berjalan optimal. Ia juga meminta pemerintah memastikan transparansi dalam pengelolaan dana stimulus agar tepat sasaran.
