PALOPO, Desapenari.id – Drama panas terkait Anggaran Pendapatandan Belanja Daerah (APBD) Perubahan 2025 di Kota Palopo ternyata belum menunjukkan tanda-tanda reda. Bahkan, situasi justru memanas setelah DPRD Kota Palopo secara resmi menolak untuk membubuhkan tanda tangan pada dokumen APBD Perubahan 2025. Aksi penolakan ini tentu saja langsung menyulut ketegangan politik baru antara legislatif dan eksekutif.
Alasan di balik penolakan ini sungguh mengejutkan! DPRD menyoroti tindakan Pemerintah Kota (Pemkot) Palopo yang secara sepihak menghapus pos pembayaran utang daerah yang nilainya mencapai Rp 30 miliar. Lebih parah lagi, anggaran untuk bayar utang itu kemudian digantikan dengan program-program baru yang sama sekali tidak pernah dibahas atau disetujui di level Badan Anggaran (Banggar). Tindakan ini dinilai sebagai sebuah bentuk pelanggaran prosedur yang fatal.
Ketua DPRD Kota Palopo, Darwis, dengan tegas menegaskan sikap keras dewan. Menurutnya, terdapat sejumlah alasan kuat yang membuat DPRD bersikukuh untuk tidak menandatangani dokumen anggaran tersebut. Pertama dan yang paling utama, Pemkot terindikasi melakukan perubahan-perubahan mendasar dalam dokumen anggaran yang sebenarnya sudah final setelah dibahas di Banggar dan diparipurnakan. Perubahan ini dilakukan tanpa meminta persetujuan dewan terlebih dahulu.
“Secara aturan main, ini jelas salah! Seharusnya kalau memang mau diubah, harus ada persetujuan DPR. Paling tidak, harus ada surat resmi dari eksekutif untuk kita bahas ulang di forum Banggar. Itu prosedur baku yang harusnya ditaati,” tegas Darwis pada Selasa (16/9/2025). Akibatnya, trust atau kepercayaan antara kedua lembaga ini pun menjadi taruhannya.
Tak berhenti di situ, Darwis juga mengungkapkan fakta yang jauh lebih memprihatinkan. Beberapa program yang bersifat mandatori atau wajib justru raib secara misterius setelah proses pembahasan dinyatakan selesai. Program-program penting tersebut tiba-tiba saja diganti dengan kegiatan lain yang tidak pernah mendapat lampu hijau dari dewan. Hal ini jelas melukai prinsip keterbukaan dan bersama-sama dalam penganggaran.
“Ini jelas-jelas melanggar aturan! Apapun yang mau disisipkan ke dalam anggaran perubahan setelah proses pembahasan di Banggar, wajib hukumnya untuk meminta persetujuan DPR. Kami juga menemukan ada kegiatan baru yang masuk secara diam-diam tanpa sepengetahuan kami. Kami tidak ingin ada lagi utang belanja karena sumber dananya tidak jelas,” tegasnya dengan nada tinggi. Oleh karena itu, dewan merasa berkewajiban untuk menghentikan pelanggaran ini.
Sebagai tambahan, Darwis membeberkan alasan lain penolakan, yaitu adanya perubahan nomenklatur anggaran yang sudah disepakati bersama sebelumnya. Perubahan ini dinilai semena-mena dan tidak transparan. “Contohnya yang paling konkret, pos pembayaran utang justru dihilangkan secara paksa. Padahal, pembayaran utang ini merupakan rekomendasi resmi dari BPK maupun pemerintah provinsi saat asistensi tahun 2024. Itu harus dibayarkan semua,” ucapnya dengan penuh penekanan. Dengan kata lain, Pemkot dianggap mengabaikan rekomendasi dari lembaga pengawas tertinggi.
Darwis kemudian membeberkan data nyata tentang besaran utang tersebut. Total utang belanja Pemkot Palopo yang harusnya dibayar di anggaran perubahan adalah sekitar Rp30 miliar. Pada anggaran pokok 2025, memang sudah dibayarkan sekitar Rp20 miliar lebih, namun sayangnya, sisanya yang masih menjadi tanggungan justru tidak dimasukkan dalam APBD Perubahan 2025. Akibat dari penghapusan ini, potensi utang menumpuk dan membebani keuangan daerah di masa depan sangat besar.
“Poin yang harus dipahami oleh semua pihak, kami sama sekali bukan menolak program pemerintah. Tapi kami bersikap tegas dan tidak sepakat jika ada penambahan nomenklatur atau program yang tidak pernah dibahas di Banggar maupun di tingkat pimpinan. Ini soal prinsip dan good governance,” tutup Darwis. Pada akhirnya, sikap DPRD ini adalah bentuk kontrol untuk memastikan pengelolaan anggaran berjalan secara transparan, akuntabel, dan sesuai dengan peraturan perundang-undangan.
