JAKARTA, Desapenari.id – Jejak Harun Masiku: Dari OTT hingga Kini, KPK Pantau tapi Tak Juga Tertangkap. Sidang kasus dugaan suap dan perintangan penyidikan yang menjerat Sekjen PDI-P Hasto Kristiyanto kembali mengungkap jejak Harun Masiku sebelum menghilang dan menjadi buronan. Pada Selasa (26/5/2025), ahli teknologi informasi Universitas Indonesia, Bob Hardian Syahbuddin, membeberkan data pelacakan sinyal telepon (CDR) yang menunjukkan lokasi terakhir Harun sebelum lenyap pada Januari 2020.
Keterangan ini melengkapi pengakuan penyelidik KPK Arif Budi Raharjo di sidang 16 Mei lalu. Saat itu, Arif mengaku tahu keberadaan Harun, tapi enggan membocorkannya di persidangan. Pengakuannya muncul setelah pengacara Hasto, Erna Ratnaningsih, mendesaknya di Pengadilan Tipikor Jakarta Pusat.
Arif, yang terlibat dalam operasi tangkap tangan (OTT) pada 8 Januari 2020, masih memegang surat perintah penugasan (Sprin Gas). “Tapi belum ditemukan ya?” tanya Erna. “Kami masih berupaya melalui beberapa pihak,” jawab Arif. Saat Erna menanyakan titik lokasinya, Arif hanya menjawab, “Kami tahu, tapi tak bisa diungkap di sini.”
Lokasi Terakhir Sebelum Menghilang
Meski KPK mengklaim tahu keberadaan Harun sekarang, sebenarnya jejaknya sudah terpantau sejak OTT Januari 2020. KPK bahkan sudah mengintai Harun berhari-hari sebelum operasi digelar. Tim surveillence memantau pergerakannya di Apartemen Thamrin Residences.
Dalam pengejaran ini, KPK membagi tim menjadi dua: satu memantau Harun, satunya lagi memburu Hasto. Mereka melacak posisi keduanya melalui call detail record (CDR), yang mencatat riwayat panggilan, nomor yang dihubungi, waktu, hingga lokasi berdasarkan sinyal BTS.
Di sidang Senin (26/5/2025), ahli IT UI Bob Hardian Syahbuddin mengonfirmasi data CDR tersebut. Jaksa menyebut, berdasarkan data itu, Harun pada siang hari berada di Batusari, Kebon Jeruk, Jakarta Barat. “Jadi data CDR Harun Masiku hanya sampai pukul 16.12 WIB?” tanya jaksa. Bob menjawab, “Saya hanya melihat data di jam itu. CDR terus merekam, tapi yang diberikan ke saya hanya rentang waktu tersebut.”
Arahan untuk Menghilangkan Bukti
Sidang mengungkap, Harun mulai kabur setelah mendapat arahan dari petugas keamanan, Nurhasan, agar menenggelamkan handphone-nya. Sebelum menghilang, mereka sempat berjanji bertemu di Masjid Cut Meutia, Menteng, Jakarta Pusat.
Selain Harun, KPK juga menyadap nomor Hasto dan stafnya, Kusnadi. Pergerakan mereka terdeteksi di Jalan Diponegoro, Parkir Jakarta Hall Convention Center, hingga Jalan Nasional Gelora Tanah Abang. Data BTS bahkan menunjukkan Hasto dan Kusnadi sempat berada di dekat Perguruan Tinggi Ilmu Kepolisian (PTIK). Nomor Nurhasan juga terpantau di lokasi yang sama.
“Pukul 18.29-19.32, posisinya di PTIK. Benar begitu, Pak Ahli?” tanya jaksa. Bob membenarkan, “Iya.”

Meski data CDR hasil penyadapan, Bob menegaskan bahwa ini bukan bukti utama. Sebab, CDR hanya menunjukkan lokasi perangkat, bukan pemiliknya. Ia memberi contoh, jika seseorang pergi ke kantor tapi HP-nya tertinggal di rumah, data CDR akan tetap menunjuk lokasi rumah.
“CDR hanya mencatat posisi perangkat, bukan posisi pemilik,” tegas Bob. Ia menambahkan, bukti pendukung lain diperlukan untuk memastikan bahwa pemilik benar-benar berada di dekat perangkat tersebut.
Di sisi lain, kuasa hukum Hasto mempertanyakan keakuratan data CDR. Mereka menyoroti perpindahan lokasi yang tidak masuk akal, seperti pergerakan perangkat Hasto dari Tanah Abang ke Sarinah—jarak 4 km—hanya dalam satu detik.
“Bagaimana mungkin seseorang berpindah sejauh itu dalam sedetik? Ini seperti kecepatan cahaya,” sindir pengacara Hasto, Ronny Talapessy. Ia menduga, pergeseran sinyal itu bisa terjadi karena handoff atau over quota, bukan karena pergerakan fisik.
Padahal, data CDR inilah yang menjadi dasar KPK menjerat Hasto dengan pasal perintangan penyidikan kasus Harun Masiku. Ronny menegaskan, “Kami mempertanyakan validitasnya. Bisa jadi ini hanya perpindahan sinyal, bukan pergerakan handphone.”
Hingga kini, KPK tetap mengaku terus memantau Harun. Namun, setelah lima tahun berlalu, buronan itu masih belum juga tertangkap. Sidang ini pun semakin mempertajam pertanyaan: di mana sebenarnya Harun Masiku bersembunyi?
