MEDAN, Desapenari.id – Alih-alih membantu sesama di tengah bencana, seorang pria berinisial M (47) justru mencoba meraup untung besar dengan memanfaatkan situasi. Nyatanya, polisi Kota Medan berhasil meringkus pria ini karena kedapatan menjual bahan bakar minyak (BBM) bersubsidi jenis Pertalite dengan harga selangit, yaitu Rp 12.000 per liter! Bayangkan saja, harga ini melambung Rp 2.000 dari harga normal yang seharusnya hanya Rp 10.000. Ternyata, penangkapan spektakuler ini terjadi pada Sabtu (6/12/2025) sekitar pukul 18.00 WIB di sebuah SPBU yang berlokasi di Jalan Mabar, Sei Kera Hilir II.
Mari kita bedah, modus operandi yang dilakukan M terbilang cukup terstruktur. Pertama-tama, Kasat Reskrim Polrestabes Medan, AKBP Bayu Putro Wijayanto, memaparkan bahwa M tidak beraksi sendirian. Lebih lanjut, pria 47 tahun itu berkomplot dengan seorang operator SPBU berinisial AH (18). Bukan main, M datang menggunakan mobil pribadi yang sudah dimodifikasi sedemikian rupa khusus untuk menampung BBM secara ilegal. Sebagai ilustrasi, mobil tersebut dilengkapi dengan alat pompa canggih yang langsung menghubungkan tangki bensin ke empat jeriken besar yang sengaja ditaruh di bangku penumpang. Setelah diperiksa, polisi menemukan fakta mencengangkan: ada 140 liter Pertalite yang berhasil ia isikan ke dalam jeriken-jeriken itu hanya dalam sekali kedatangan!
Selanjutnya, setelah “barang bukti” itu berhasil dikumpulkan, M tidak langsung menjualnya. Justru, ia membawa seluruh Pertalite curian itu ke rumahnya di Pasar III Krakatau. Di tempat inilah, seluruh BBM itu kemudian ia pindahkan ke dalam Pertamini (alat penjualan BBM eceran) miliknya sendiri. Dengan santainya, M kemudian menjual Pertalite bersubsidi itu kepada masyarakat dengan harga Rp 12.000 per liter. Sehingga, dalam hitungan cepat, ia meraup keuntungan kotor Rp 2.000 untuk setiap liternya. Sementara itu, sang operator SPBU, AH, juga tidak mau kalah. Menurut penyelidikan, AH diberi imbalan mulai dari Rp 5.000 sampai Rp 10.000 untuk setiap sekali transaksi pengisian ilegal ini.
Yang lebih mencengangkan lagi, modus mereka didukung dengan teknik yang cukup cerdik. Untuk melancarkan aksinya, operator AH ternyata menyimpan persediaan hingga 10 barcode berbeda di dalam satu alat. Lalu, dari mana asal barcode-barcode ini? Ternyata, barcode tersebut diperoleh dengan cara yang licik: memfoto barcode milik pengendara lain yang sedang mengisi BBM secara normal dan legal. Dengan kata lain, setiap kali ada pelanggan jujur yang mengisi, barcode mereka bisa saja disalahgunakan untuk mengisi jeriken ilegal ini tanpa terdeteksi sistem. AKBP Bayu mengonfirmasi, “Operator ini mengaku sudah beraksi selama empat bulan. Sedangkan pembeli (M) disebutkan sudah menjalankan praktik curang ini lebih dari setahun.”
Namun ternyata, kasus ini bukanlah satu-satunya di wilayah Medan. Tak lama sebelumnya, praktik serupa juga berhasil diungkap oleh polisi di SPBU Jalan Medan-Batang Kuis, Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang. Dalam kejadian itu, seorang pengendara becak motor berinisial AY (43) tertangkap basah bekerja sama dengan operator SPBU berinisial MHN (56). Aksi mereka dilakukan pada Jumat (5/12/2025) sekitar pukul 18.45 WIB dengan modus yang nyaris sama. Bayu menambahkan, “Ada sekitar 4 jeriken di dalam becak itu. Untuk setiap jeriken yang berhasil diisi, operator SPBU mendapat untung sekitar Rp 10.000 sampai Rp 15.000.”
Saat ini, keempat pelaku dari kedua kasus tersebut telah diamankan dan ditahan di Polrestabes Medan untuk menjalani proses hukum lebih lanjut. Mereka semua disangkakan melanggar Pasal 55 UU No. 22 Tahun 2001 tentang Minyak dan Gas Bumi. Perlu diingat, pasal ini bukan main-main karena ancaman hukumannya mencapai maksimal enam tahun penjara. Dengan demikian, aksi serakah mereka yang mengeksploitasi BBM bersubsidi—apalagi di saat-saat yang rentan seperti bencana—akhirnya berujung pada jeruji besi.
Sebagai penutup, kasus ini memberikan kita beberapa pelajaran penting. Pertama, modus penyelewengan BBM terus berevolusi, dari yang konvensional sekarang memanfaatkan teknologi seperti penyalahgunaan barcode. Kedua, kolusi antara oknum pengguna dan oknum operator SPBU menjadi mata rantai yang memperparah kelangkaan BBM bersubsidi, terutama saat dibutuhkan banyak orang. Berdasarkan pengalaman dan keahlian para penegak hukum, pengungkapan kasus seperti ini membutuhkan koordinasi dan pengawasan ketat, tidak hanya di SPBU tetapi juga di pengecer eceran seperti Pertamini. Oleh karena itu, sebagai masyarakat, kita diajak untuk lebih kritis dan proaktif. Jika menemukan ketidakwajaran, laporkan! Percayalah, setiap laporan kita membantu memutus mata rantai penyelewengan yang akhirnya merugikan kita semua, terutama ketika bencana melanda dan BBM menjadi barang yang sangat vital.
