JAKARTA, Desapenari.id – Menteri Dalam Negeri (Mendagri) Tito Karnavian mendesak pembentukan Undang-Undang tentang Badan Usaha Milik Daerah (BUMD). Langkah ini diusulkan karena banyak BUMD yang terbukti bermasalah, bahkan mencatat kerugian fantastis hingga triliunan rupiah.
“Kami mohon dukungan Komisi II DPR RI untuk mempercepat pembahasan RUU BUMD. Draftnya akan kami siapkan agar pengelolaan BUMD lebih tertib dan transparan,” tegas Tito dalam rapat kerja dengan Komisi II DPR, Rabu (16/7/2025).
Payung Hukum Belum Kuat, Pengawasan Lemah
Tito menegaskan, aturan yang ada saat ini tidak cukup kuat untuk mendukung peran Kementerian Dalam Negeri dalam membina dan mengawasi BUMD.
“Di PP 54/2017, tugas Mendagri jelas. Tapi di UU Pemda, tidak diatur secara eksplisit. Ini membuat pengawasan jadi kurang efektif,” jelas mantan Kapolri itu.
Fakta Miris: 300 BUMD Rugi Rp5,5 Triliun!
Tito membeberkan data mengejutkan: dari 1.091 BUMD di Indonesia, sekitar 300 perusahaan tercatat merugi dengan total kerugian mencapai Rp5,5 triliun. Padahal, total aset BUMD mencapai Rp1.240 triliun, tetapi laba bersihnya hanya Rp24,1 triliun setelah dipotong kerugian dan pos lain.
“Dividen yang disetor ke daerah cuma 1% dari total aset. Labanya juga sangat kecil, hanya 1,9%. Ini sangat memprihatinkan!” ungkapnya.

Selain kerugian besar, Tito menyoroti lemahnya pengawasan internal. Faktanya, 342 BUMD bahkan tidak memiliki satuan pengawas internal (SPI). Sementara itu, pengawasan eksternal dari pemerintah pusat belum berjalan maksimal karena tidak ada aturan jelas tentang peran Mendagri dalam seleksi dan pemberhentian direksi, komisaris, dan dewan pengawas.
“Kita butuh profesionalisme di tubuh BUMD. Jangan sampai orang yang duduk di posisi strategis tidak kompeten,” tegasnya.
Usulan Pembentukan Lembaga Khusus
Untuk memperkuat pengawasan, Tito mengusulkan pembentukan lembaga pembina setingkat eselon I di bawah Mendagri. Lembaga ini akan mengkoordinasikan pengawasan dan pembinaan bersama kementerian teknis terkait.
“Dengan lembaga ini, Kemendagri bisa lebih optimal mengawasi kinerja di daerah. Koordinasi dengan kementerian lain juga akan lebih mudah,” paparnya.
