SEMARANG, Desapenari.id – Penurunan tanah di kawasan Pantura Semarang-Demak, Jawa Tengah, masih menjadi ancaman serius bagi masyarakat. Tak hanya itu, masalah ini juga merusak kualitas jalan sepanjang Pantura yang kerap terendam banjir rob. Akibatnya, perbaikan jalan di sana terkesan tak pernah tuntas.
Menanggapi hal ini, Tri Bakti Mulianto, Kepala Bidang Preservasi I Balai Besar Pelaksanaan Jalan Nasional (BBPJN) Jawa Tengah-Yogyakarta, mengakui keluhan warga. “Kami paham betul jika masyarakat menganggap proyek di Pantura seperti ‘proyek abadi’. Namun, kompleksitas masalah di sini memang sangat tinggi,” jelas Tri saat dikonfirmasi, Selasa (3/6/2025).
Selain harus menahan beban kendaraan berat setiap hari, Jalan Pantura juga menghadapi tantangan alam seperti banjir rob, penurunan tanah, dan cuaca ekstrem. “Peninggian jalan sempat jadi solusi jangka pendek di beberapa titik rawan,” ujarnya. Namun, karena penurunan tanah terus terjadi, cara ini dinilai kurang efektif.
Ke depan, Kementerian PUPR lebih fokus pada solusi terpadu dan berkelanjutan. “Kami akan prioritaskan pembangunan tanggul laut terintegrasi, sistem polder, dan perbaikan drainase,” tegas Tri. Salah satu wujud nyatanya adalah Jalan Tol Semarang-Demak Seksi 1 yang sekaligus berfungsi sebagai tanggul laut untuk menahan rob.
Banjir rob ternyata membebani anggaran pemeliharaan jalan nasional. “Rob yang terus berulang mempercepat kerusakan jalan, sehingga kami harus lebih sering melakukan penambalan, peninggian badan jalan, dan perbaikan drainase,” paparnya. Di sisi lain, pemerintah sedang mengoptimalkan efisiensi anggaran nasional.
Kondisi ini memaksa BPJN lebih selektif dalam menentukan prioritas perbaikan. “Kami harus tepat sasaran dan maksimalkan sinergi lintas sektor agar jalan tetap berfungsi optimal dengan anggaran terbatas,” jelas Tri.
Tri menambahkan, banjir rob tak hanya merusak jalan, tetapi juga memangkas umur layanannya. “Secara normal, jalan bisa bertahan 15-20 tahun tergantung jenis perkerasan dan lalu lintas,” katanya. Namun, genangan rob yang bersifat korosif bisa memperpendek masa pakai jalan hingga hanya 3-5 tahun jika tidak dirawat intensif.
“Air rob yang asam mempercepat kerusakan struktur jalan, memicu retakan dan lubang,” tambahnya. Kerusakan dini ini otomatis menaikkan biaya perawatan. Bahkan, proses konstruksi sering terhambat karena lokasi kerja tergenang air, yang akhirnya memperlambat progres dan menambah biaya.
Dampaknya, kelancaran distribusi logistik dan mobilitas warga pun terganggu. “Jalan Pantura Semarang-Demak adalah jalur utama, jadi kerusakan di sini langsung berpengaruh pada aktivitas ekonomi,” tegas Tri.
Meski peninggian jalan sempat menjadi solusi, pemerintah kini beralih ke pendekatan lebih holistik. “Kami sadar, hanya menaikkan jalan tidak cukup karena tanah terus turun. Solusinya harus menyeluruh,” ungkap Tri.
“Dengan tanggul, kami bisa sekaligus menahan rob dan memperkuat infrastruktur jalan,” jelasnya. Selain itu, sistem polder dan drainase yang baik akan mengurangi genangan air di kawasan Pantura.
Di tengah keterbatasan anggaran, BPJN harus memilah mana titik yang paling urgent. “Kami tidak bisa lagi bekerja reaktif. Perlu strategi jitu agar dana terpakai secara optimal,” kata Tri.
Sinergi dengan pemda dan sektor lain juga digencarkan. “Misalnya, pembangunan tol Semarang-Demak tidak hanya untuk transportasi, tapi juga mitigasi banjir,” ujarnya.
Tri meminta pemahaman masyarakat bahwa perbaikan di Pantura butuh waktu. “Kami tidak tinggal diam, tapi memang solusinya tidak instan,” tandasnya.
Masalah di Pantura Semarang-Demak memang kompleks, tapi pemerintah telah mengambil langkah serius dengan solusi berkelanjutan. Pemerintah berharap tanggul laut, sistem polder, dan perbaikan drainase mampu menyelesaikan persoalan ini secara tuntas. Mereka juga mengajak masyarakat untuk turut mendukung upaya-upaya tersebut agar kenyamanan dan kelancaran transportasi di masa depan bisa terwujud.
