desapenari.id — Pemerintah terus berupaya mencari solusi terbaik untuk menyelesaikan polemik status empat pulau di perbatasan Aceh dan Sumatera Utara (Sumut). Menteri Koordinator Bidang Hukum, HAM, Imigrasi, dan Pemasyarakatan (Menko Kumham Imipas) Yusril Ihza Mahendra menegaskan hal ini dalam keterangannya.
Keempat pulau yang menjadi sorotan adalah Pulau Lipan, Pulau Panjang, Pulau Mangkir Ketek, dan Pulau Mangkir Gadang. Yusril menjelaskan bahwa hingga saat ini, Kementerian Dalam Negeri (Kemendagri) belum menetapkan keputusan resmi apakah pulau-pulau tersebut masuk wilayah Kabupaten Aceh Singkil (Aceh) atau Kabupaten Tapanuli Tengah (Sumut).
Belum Ada Permendagri yang Mengatur
“Penentuan batas wilayah kabupaten dan kota merupakan wewenang Mendagri, yang harus dituangkan dalam Peraturan Mendagri (Permendagri). Namun, hingga kini Permendagri tersebut belum ada,” jelas Yusril di Jakarta, Minggu (15/6/2025).

Ia mengajak semua pihak untuk menyikapi masalah ini dengan bijak dan tenang. Yusril menekankan bahwa berbagai elemen masyarakat—mulai dari politisi, akademisi, ulama, hingga tokoh adat—harus berperan aktif agar penyelesaian masalah ini bisa berjalan damai.
Yusril memaparkan bahwa persoalan batas wilayah, baik darat maupun laut, sering muncul sejak era Reformasi (1998-1999), ketika banyak daerah melakukan pemekaran. Pemerintah saat itu hanya mengatur pembentukan provinsi, kabupaten, dan kota melalui undang-undang sederhana yang tidak merinci batas wilayah secara jelas.
Dalam situasi seperti ini, pemerintah biasanya menyerahkan penyelesaian batas wilayah ke musyawarah antardaerah. Pemerintah pusat hanya bertindak sebagai fasilitator dan mediator, lalu mengesahkan kesepakatan dalam bentuk Permendagri.
Pemerintah menerapkan pola yang sama untuk menyelesaikan status empat pulau ini. Yusril menjelaskan bahwa pihaknya sebenarnya sudah mengembalikan persoalan ini ke pemerintah daerah sejak lama. Namun karena kedua daerah belum mencapai kesepakatan, pemerintah pusat akhirnya harus mengambil alih penyelesaian masalah ini.
Pemerintah saat ini hanya memberikan kode pulau secara rutin setiap tahun. Pengkodean terakhir untuk keempat pulau ini berdasarkan usulan Pemerintah Sumut,” ujarnya.
Keputusan tersebut tertuang dalam Kepmendagri Nomor 300.2.2-2138 Tahun 2025. Namun, Yusril menekankan bahwa pengkodean ini bukanlah penetapan final status administrasi pulau-pulau tersebut.
“Penentuan batas wilayah harus dituangkan dalam Permendagri, bukan sekadar Kepmendagri,” tegasnya.
Selama belum ada kesepakatan antara Aceh dan Sumut, penyelesaian tetap menjadi tanggung jawab kedua gubernur. “Nantinya, jika sudah ada kesepakatan, Mendagri akan menerbitkan Permendagri tentang batas darat dan laut antara Aceh dan Sumut,” tambah Yusril.
Ia juga mengakui bahwa secara geografis, keempat pulau tersebut memang lebih dekat ke Tapanuli Tengah daripada Aceh Singkil. Namun, penentuan wilayah tidak hanya melihat jarak, melainkan juga aspek sejarah dan budaya.

Sebagai contoh, Yusril menyebut Pulau Natuna yang secara geografis lebih dekat ke Sabah, Malaysia, tetapi tetap menjadi bagian Indonesia sejak era Kesultanan Melayu hingga masa kolonial Belanda.
“Oleh karena itu, status Pulau Panjang, Pulau Lipan, Pulau Mangkir Kecil, dan Pulau Mangkir Besar masih bisa dibahas dengan mempertimbangkan aspek hukum, sejarah, dan budaya,” ujarnya.
Yusril mengaku terus berkoordinasi dengan Mendagri Tito Karnavian untuk membahas aspek hukum persoalan ini. Ia juga berencana bertemu dengan Gubernur Aceh Muzakir Manaf dan Gubernur Sumut Bobby Nasution dalam waktu dekat.
“Saya akan berbicara dengan Mualem (Muzakir Manaf) dan tokoh-tokoh Aceh lainnya, serta Gubernur Sumut (Bobby Nasution), untuk membantu menyelesaikan masalah ini,” ungkapnya.
Dirjen Safrizal Zakaria Ali tegas menyatakan, “Tim Nasional Pembakuan Nama Rupabumi secara resmi menetapkan status keempat pulau tersebut.”
“Setelah polemik berulang dan tidak ada kesepakatan selama hampir 20 tahun, akhirnya keputusan diserahkan ke tim pusat dengan syarat patuh pada hasilnya,” jelas Safrizal, Rabu (11/6/2025).
Dengan demikian, proses penyelesaian status empat pulau ini masih terus berjalan, menunggu kesepakatan semua pihak. Pemerintah berharap solusi yang adil dan bijak dapat segera tercapai.
