KLUNGKUNG, Desapenari.id – Pemerintah Kabupaten (Pemkab) Klungkung, Bali, akhirnya mengambil langkah tegas dengan memberlakukan pungutan retribusi pariwisata yang akan mulai efektif pada 1 September 2026 mendatang. Kebijakan ini tentu saja akan berdampak langsung pada para pelancong yang ingin menikmati keindahan Pulau Nusa Penida serta kawasan wisata Pulau Nusa Lembongan dan Nusa Ceningan yang selama ini menjadi primadona destinasi favorit wisatawan domestik maupun mancanegara.
Kepala Dinas Pariwisata Kabupaten Klungkung, I Gusti Agung Gede Putra Mahajaya, mengonfirmasi secara langsung bahwa aturan ini merupakan tindak lanjut konkret dari Peraturan Daerah (Perda) Nomor 4 Tahun 2026 yang telah disahkan sebelumnya. “Kami akan mulai menerapkannya tepat pada tanggal 1 September 2026,” ujar Mahajaya dengan tegas saat ditemui awak media pada Rabu (12/8/2026). Dengan demikian, para wisatawan yang sudah merencanakan liburan ke surga tersembunyi di timur Bali ini harus menyiapkan anggaran ekstra mulai awal September nanti.
Berdasarkan ketentuan yang tertuang dalam peraturan terbaru tersebut, pemerintah daerah akan mengenakan retribusi khusus kepada wisatawan mancanegara yang berkunjung ke kawasan Nusa Penida dan Nusa Lembongan-Nusa Ceningan. Untuk kategori wisatawan dewasa, pemerintah mematok tarif retribusi sebesar Rp 25.000 per orang, sementara untuk anak-anak, pemerintah menetapkan tarif yang lebih ringan, yaitu Rp 15.000 per anak. Kebijakan ini jelas akan mempengaruhi perencanaan biaya perjalanan para turis asing yang ingin menjelajahi keindahan alam bawah laut dan tebing-tebing eksotis di kawasan tersebut.
Menariknya, retribusi ini hanya dikenakan sekali untuk kunjungan ke kawasan wisata secara keseluruhan, bukan berdasarkan jumlah destinasi yang akan didatangi oleh wisatawan. Artinya, setelah membayar retribusi kawasan sebesar Rp 25.000 untuk dewasa atau Rp 15.000 untuk anak-anak, para pelancong bebas berpindah dari satu tempat ke tempat lain tanpa harus membayar lagi biaya masuk kawasan. Namun demikian, kebijakan ini tidak berhenti sampai di situ, karena selain retribusi kawasan, setiap kunjungan ke masing-masing Daya Tarik Wisata (DTW) juga tetap akan dipungut retribusi tambahan dengan besaran yang sama.
Untuk kunjungan ke objek-objek wisata spesifik seperti Pantai Kelingking, Angel’s Billabong, atau Broken Beach misalnya, pengelola akan memungut retribusi sebesar Rp 25.000 untuk wisatawan dewasa dan Rp 15.000 untuk anak-anak. Hal yang paling menarik untuk dicermati, pungutan di DTW ini berlaku tidak hanya untuk wisatawan asing, tetapi juga mencakup wisatawan domestik dari berbagai daerah di Indonesia. Dengan demikian, baik turis lokal maupun mancanegara sama-sama akan merasakan dampak dari kebijakan baru ini ketika berkunjung ke destinasi-destinasi populer di Nusa Penida dan sekitarnya.
Mahajaya menegaskan bahwa ketentuan lengkap mengenai retribusi ini telah disosialisasikan melalui surat imbauan resmi yang dikeluarkan oleh Dinas Pariwisata Kabupaten Klungkung tertanggal 6 Agustus 2026. Surat imbauan tersebut sudah disebarkan ke berbagai pihak terkait, termasuk agen perjalanan, pengelola hotel, serta pelaku usaha pariwisata lainnya agar mereka dapat mempersiapkan diri dan menginformasikan kepada para wisatawan jauh-jauh hari. “Kami sudah menyampaikan imbauan terkait penerapan retribusi ini melalui saluran resmi,” jelas Mahajaya dengan nada serius.
Pelaksanaan kebijakan pungutan retribusi ini tentunya berlandaskan pada payung hukum yang kuat, yaitu Peraturan Daerah Kabupaten Klungkung Nomor 4 Tahun 2026 yang secara khusus mengatur mengenai pungutan retribusi pariwisata. Melalui aturan tersebut, pemerintah daerah berupaya untuk meningkatkan Pendapatan Asli Daerah (PAD) dari sektor pariwisata sekaligus menjaga keberlanjutan ekosistem wisata di kawasan Nusa Penida, Nusa Lembongan, dan Nusa Ceningan yang selama ini mengalami lonjakan kunjungan signifikan setiap tahunnya.
Sebagai informasi tambahan, saat ini Pemkab Klungkung bersama dengan Dinas Pariwisata setempat terus melakukan sosialisasi secara intensif kepada seluruh pemangku kepentingan di sektor kepariwisataan, mulai dari para pelaku usaha akomodasi, penyedia jasa transportasi laut, hingga komunitas sadar wisata di ketiga pulau tersebut. Upaya sosialisasi ini dilakukan dengan harapan tidak ada lagi pihak yang merasa kebingungan atau terkendala ketika kebijakan retribusi pariwisata resmi diterapkan pada awal September mendatang.
Meskipun kebijakan ini berpotensi menambah beban biaya perjalanan bagi para wisatawan, pemerintah daerah meyakini bahwa retribusi yang dipungut akan dikembalikan dalam bentuk peningkatan kualitas pelayanan, perawatan infrastruktur wisata, serta pelestarian lingkungan yang semakin terancam akibat overtourism. Dengan demikian, para wisatawan yang membayar retribusi sebenarnya turut berpartisipasi dalam upaya pelestarian destinasi wisata favorit mereka.
