Visa e-stopover hanya berlaku untuk pelancong yang terbang dari atau menuju salah satu negara dalam Grup A, yang meliputi Kanada, Amerika Serikat, Inggris, Prancis, Jerman, Italia, Belanda, dan lainnya. Artinya, jika seorang traveler terbang dari Indonesia dengan tujuan akhir ke negara Eropa, mereka tidak dapat mengajukan visa transit untuk singgah di Arab Saudi. Hanya pelancong yang memulai atau mengakhiri perjalanan dari negara-negara dalam Grup A yang bisa mengajukan visa ini.
