Desapenari.id – Ratusan keluarga di Perumahan Jakarta Garden City (JGC), Jakarta Timur, akhirnya memutuskan untuk mengungsi. Bahkan, lusinan anak-anak harus menderita gangguan kesehatan yang diduga kuat berasal dari polusi udara. Pemicu utamanya adalah uji coba operasional pabrik pengolahan sampah Refuse Derived Fuel (RDF) di Rorotan, Jakarta Utara.
Uji coba yang berlangsung dari 3 hingga 31 Oktober 2025 ini kembali menebarkan bau sampah menyengat. Akibatnya, warga pun kembali resah karena masalah lama kembali terulang. Wahyu Andre, Ketua RT 18 RW 14 Klaster Shinano, mengonfirmasi bahwa sebagian besar warganya sudah meninggalkan rumah mereka sejak beberapa hari terakhir.
“Banyak warga saya yang sudah mengungsi ke rumah saudaranya. Bahkan, ketika saya minta untuk datang ke sini, mereka sudah ada yang di Bogor, Bandung, Jakarta Selatan,” jelas Wahyu pada Selasa (4/11/2025). Ia menggambarkan betapa seriusnya situasi ini.
Dari total sekitar 600 warga di klaster tersebut, Wahyu memperkirakan setidaknya setengahnya memilih pergi. Alasannya jelas, mereka sudah tidak tahan lagi dengan kondisi udara yang buruk. Menurut pengakuannya, bau sampah yang menusuk hidung terus menerus tercium dari 28 Oktober hingga 1 November 2025. “Di klaster kami ini ada 600 warga, mungkin sekitar 300-an sudah enggak ada di rumahnya karena udah capek, tanggal 28 bau, 29 bau, terus saja,” keluhnya.
Ternyata, truk sampah diduga menjadi biang keladi utama. Secara geografis, lokasi RDF Rorotan hanya berjarak sekitar 800 meter dari Perumahan JGC. Selama uji coba pertama pada Maret–April 2025, warga sudah melihat langsung asap hitam dari cerobong pabrik dan mencium bau sampah. Kemudian, pada uji coba kedua di Oktober, meski asap tidak terlihat, bau menyengat itu kembali menghantui.
Selain itu, warga menilai sistem pengangkutan sampah yang tidak memadai memperparah keadaan. Wahyu pun membeberkan ketidaksesuaian antara jumlah truk dan kapasitas pengolahan. “Untuk kapasitas 2.500 ton itu yang dibutuhkan kira-kira 500 truk, sementara truk kompaktor yang dimiliki hanya 98 unit. Sisanya campur-campur, ada yang semi tertutup, ada yang terbuka,” ujar Wahyu.
Padahal, sebelumnya pengelola sudah berjanji bahwa semua truk pengangkut sampah harus tertutup rapat. Tujuannya, untuk mencegah air lindi dan bau busuk mencemari jalan yang sering dilalui warga. Sayangnya, janji tinggal janji. Wahyu juga menyampaikan laporan warga tentang truk sampah yang melintas dengan bak terbuka, sehingga air lindi menetes ke jalan. “Di lapangan ada sejumlah warga kami menemukan beberapa truk melewati BKT dengan kondisi terbuka, kemudian air lindinya tumpah di jalan. Itu yang saya laporkan kepada Pak Gubernur,” tegasnya.
Di sisi lain, Gubernur Jakarta Pramono Anung secara terbuka mengakui adanya kesalahan dalam sistem pengangkutan sampah selama uji coba RDF. “Saya mengakui secara jujur, problem-nya adalah di pengangkutan sampahnya,” tutur Pramono di Taman Ismail Marzuki, Senin (3/11/2025). Ia menambahkan bahwa penumpukan sampah di area fasilitas turut menyebabkan proses pengolahan tidak optimal dan bau mudah menyebar.
Sebagai informasi, sampah di RDF Rorotan sebenarnya tidak boleh menumpuk lebih dari dua hingga tujuh hari. Namun, kenyataannya selama uji coba, penumpukan tetap terjadi. Alhasil, sampah yang belum sempat diolah sudah terlebih dahulu mengeluarkan bau tidak sedap.
Yang paling menyentuh, dampak kesehatan yang dialami anak-anak. Wahyu menyebutkan, setidaknya 23 anak di JGC menderita infeksi saluran pernapasan (ISPA) hingga infeksi mata. “Kalau besok masih beroperasi akan tambah lagi, karena pas kejadian di Maret dan April itu kan udah 30-an anak,” ungkapnya dengan nada khawatir.
Kemudian, ke-23 anak yang sakit itu sudah dibawa orangtuanya ke rumah sakit. Dari hasil pemeriksaan, sebagian besar penyakit mereka disebabkan oleh polusi udara. Menurut Joni, Ketua RT 14 RW 14 Klaster Shinano, bau sampah dari RDF Rorotan sangat terasa, meski kawasan JGC dikenal hijau. “Katanya mau menciptakan udara bersih, lingkungan yang sudah banyak pohon aja bisa bau kayak begini,” protes Joni.
Sementara itu, Esra (38), seorang ibu, membagikan pengalaman pahitnya. Anaknya kembali mengalami batuk ketika uji coba RDF berjalan. “RDF stop beroperasi, kami cuma kontrol tiga minggu ke dokter, hilang batuknya. Kemudian mulai beroperasi lagi, anak saya mulai sakit lagi,” ceritanya. Situasi inilah yang akhirnya memaksa banyak keluarga memilih mengungsi, meski uji coba resmi telah dihentikan.
Berbicara tentang penghentian, Project Manager KSO Wika–Jaya Konstruksi, Angga Bagus, menyatakan bahwa uji coba RDF telah dihentikan sejak 1 November 2025 sesuai jadwal. “Sudah dihentikan sejak hari Sabtu,” konfirmasinya pada Senin (3/11/2025).
Selanjutnya, Angga menjelaskan bahwa bau bisa menyebar ke perumahan warga apabila pintu hanggar utama terbuka. Menurutnya, pintu itu terpaksa dibuka dalam kondisi tertentu, seperti saat pergantian shift pekerja atau pengisian BBM alat berat. “Hal tersebut diindikasikan mempengaruhi sirkulasi atau tata udara,” kata Angga.
Namun, ia memastikan bahwa ketika mesin beroperasi, sirkulasi udara di dalam RDF Rorotan dikendalikan oleh empat Deodorizer serta Flue Gas Treatment Rotary Dryer yang berfungsi dengan baik. Kedepannya, pengelola berjanji akan mengevaluasi prosedur pembukaan pintu dan tata kelola fasilitas. “Penyedia akan mengevaluasi Standard Operational Procedure (SOP) pembukaan pintu hanggar, termasuk frekuensi dan durasi, guna memastikan pengelolaan sirkulasi udara berjalan optimal,” tuturnya.
Di balik layar, pengamat tata kota Agus Pambagyo mengungkapkan alasan mendesaknya uji coba ini. Fasilitas RDF didorong untuk segera beroperasi karena terikat Perjanjian Kerja Sama (PKS) antara Pemprov Jakarta dan sebuah pabrik semen di Rorotan. Pabrik tersebut diwajibkan menggunakan bahan bakar alternatif RDF untuk menggantikan batu bara.
“Mungkin karena truk pengangkutnya sampahnya dari mana-mana kan ke situ, waktu itu berhenti karena kekurangan bahan baku, sekarang sudah diurus Pemprov. Menurut Agus, dorongan memenuhi kewajiban produksi inilah yang membuat persiapan teknis menjadi kurang optimal, termasuk dalam hal pengendalian emisi dan penataan sistem pengolahan.
Oleh karena itu, Agus menegaskan bahwa RDF semestinya berada sepenuhnya dalam bangunan tertutup dengan sistem pengendalian emisi yang mumpuni. “Kalau sampah pasti ada tumpukannya, dan itu pasti bau. Mungkin bisa dibangunkan bangunan tertutup. Tapi gas metannya berbahaya, tetap harus dikendalikan,” paparnya.
