Dana Rp 16 Triliun Resmi Cair, 10.000 Kopdes Merah Putih Siap Beroperasi Mulai Bulan Ini!

JAKARTA, Desapenari.id – Pemerintah akhirnya memastikan sebuah kabar menggembirakan: dana segar senilai Rp 16 triliun yang bersumber dari Saldo Anggaran Lebih (SAL) sudah siap digelontorkan! Bahkan, yang lebih menarik, penyaluran dana raksasa ini akan dilakukan secara masif melalui Himpunan Bank Milik Negara (Himbara). Akibatnya, gelombang positif segera menyebar karena dengan adanya pinjaman ini, pemerintah memproyeksikan lahirnya 5.000 hingga 10.000 unit Koperasi Desa Merah Putih (Kopdes/KDMP) yang mulai beroperasi tepat pada September 2025.

Selanjutnya, Wakil Menteri Koperasi (Wamenkop), Ferry Juliantono, dengan penuh semangat menegaskan bahwa pemerintah memang serius dan menargetkan 5.000 hingga 10.000 unit KDMP tersebut dapat segera beroperasi dalam bulan ini. Lalu, terkait besaran dana yang dicairkan, Ferry menjelaskan bahwa nilainya bersifat relatif dan sangat fleksibel karena menyesuaikan dengan kebutuhan spesifik masing-masing Kopdes. “Kan totalnya Rp 16 triliun, jadi nanti besarannya relatif. Poin utamanya, September ini kita sangat menargetkan bisa mengoperasikan 10.000 Koperasi Desa, atau minimal 5.000-an sudah bisa jalan. Besarannya (pinjaman) kan memang relatif nanti,” ujar Ferry dengan percaya diri saat ditemui di kantor Kementerian Koordinator Bidang Perekonomian, Jakarta Pusat, pada Kamis (4/9/2025).

Selain itu, proses pencairan pinjaman anggaran ini secara teknis akan dilakukan melalui jaringan Bank Himbara, yang terdiri dari empat raksasa perbankan Indonesia: PT Bank Rakyat Indonesia (Persero) Tbk, PT Bank Negara Indonesia (Persero) Tbk, PT Bank Mandiri (Persero) Tbk, dan PT Bank Syariah Indonesia (Persero) Tbk. Ferry juga dengan detail menambahkan bahwa keempat bank pelat merah tersebut telah menyiapkan panduan teknis atau manual book yang sangat komprehensif; panduan ini secara jelas menjelaskan tata cara pengajuan pencairan dana.

Oleh karena itu, dengan adanya buku panduan ini, diharapkan dapat menjadi acuan yang seragam dan memudahkan agar koperasi tidak lagi kebingungan ketika hendak mengakses plafon pinjaman yang telah disediakan oleh Kementerian Keuangan (Kemenkeu) melalui Himbara. Tidak berhenti di situ, Ferry juga memastikan bahwa satgas khusus akan turun langsung ke daerah-daerah untuk melakukan sosialisasi intensif; tujuannya jelas, agar para pengurus koperasi benar-benar memahami panduan serta mekanisme pengajuan dana secara keseluruhan.

Akibatnya, harapan besar pun muncul; hasil dari sosialisasi ini diharapkan segera berbuah konkret berupa operasional koperasi yang berjalan lancar dengan menggunakan dana yang bersumber dari APBN melalui skema dana SAL. Setelah itu, koperasi yang telah memahami prosedur dapat langsung mengakses pembiayaan melalui jaringan Himbara yang telah ditunjuk sebelumnya. Bahkan, agar prosesnya tidak membingungkan lagi, seluruh proses pengajuan akan didampingi secara teknis langsung oleh perwakilan Bank Himbara; dengan demikian, koperasi akan jauh lebih mudah dalam memenuhi semua prosedur pencairan dan penggunaan anggaran tersebut.

“Jadi, mulai minggu depan kita akan langsung turun lagi ke daerah-daerah untuk mensosialisasikan semuanya. Kami sangat berharap bahwa dari hasil sosialisasi itu, kegiatan operasional koperasi sudah bisa langsung jalan. Artinya, mereka sudah bisa langsung mendatangi Himbara dan seluruh tata cara pengajuannya akan didampingi secara langsung oleh Bank Himbara yang ditugaskan,” papar Ferry dengan penuh keyakinan. Melalui pendampingan ini, pemerintah yakin tidak akan ada lagi hambatan berarti yang dapat menghalangi koperasi desa untuk segera berkembang dan memacu pertumbuhan ekonomi di pedesaan.

Pada akhirnya, program besar ini bukan sekadar tentang pencairan dana, melainkan sebuah langkah monumental untuk membangun ketahanan ekonomi dari tingkat desa. Dengan dana segar Rp 16 triliun dan dukungan penuh dari perbankan nasional, Koperasi Desa Merah Putih diproyeksikan menjadi motor penggerak baru yang akan mendongkrak kesejahteraan masyarakat pedesaan secara merata dan berkelanjutan.
