Ia bahkan membayangkan, dengan optimalisasi yang tepat, Jawa Tengah akan memiliki sumber Pendapatan Asli Daerah (PAD) yang sangat kuat dari industri garam. “Pastinya, dengan begitu, kita enggak perlu lagi mencari-cari alasan untuk menaikkan pajak atau PBB,” ujar Kholik penuh keyakinan ketika kami temui di kantornya, pada Selasa (7/10/2025) malam. “Oleh karena itu, kami di DPD akan mendukung penuh skema-skema penguatan industri garam dan mendorong pemerintah daerah untuk lebih fokus lagi,” sambungnya dengan semangat.
Target Ambisius: 1,3 Juta Ton per Tahun!
Selanjutnya, Kholik menyoroti sebuah kesenjangan yang mencolok. Saat ini, produksi garam Jawa Tengah baru mencapai 530 ribu ton per tahun. Padahal, di sisi lain, kebutuhan nasional kita justru menyentuh angka 3,6 juta ton! Ia lantas mendorong agar Jawa Tengah segera berbenah dan mampu menggenjot produksinya hingga 1,3 juta ton per tahun. Dengan demikian, Jawa Tengah akan menjadi penyumbang utama dalam mewujudkan swasembada garam nasional.
“Sebagai konsekuensinya, jika Jawa Tengah berhasil mengisi celah kebutuhan nasional ini, potensi PAD-nya bisa mencapai Rp 2 triliun. Bahkan, putaran ekonominya dan keuntungan bersihnya bisa menyentuh angka Rp 800 miliar sampai Rp 1 triliun!” lanjutnya menjelaskan dampak ekonomi yang bisa diraih.
Sebagai langkah konkret pertama, Kholik mendesak Pemerintah Provinsi Jawa Tengah untuk memisahkan unit usaha garam dari BUMD PT Sarana Pembangunan Jawa Tengah (SPJT). Tujuannya jelas, yaitu untuk memperkuat tata kelola dan efisiensi. “Selanjutnya, jika diperlukan dan jika Pemda memiliki pandangan yang sama, unit yang saat ini masih menjadi bagian dari SPJT sebaiknya di-split menjadi Perusahaan Daerah (PD) garam yang mandiri,” imbaunya. Menurutnya, pengembangan sektor garam secara serius akan secara langsung menopang target pemerintah pusat untuk mencapai swasembada garam pada tahun 2027. Ia juga berencana untuk segera berkoordinasi intensif dengan pemerintah daerah guna mengidentifikasi dan mengatasi berbagai kendala di lapangan.
Tantangan di Lapangan: Teknologi dan Modal!
Di sisi lain, Kholik juga mengungkap sejumlah tantangan berat yang masih menghantui para petambak garam. Mulai dari lahan yang belum terkelola secara optimal, masalah sedimentasi, keterbatasan teknologi, hingga akses pembiayaan yang sulit. “Khususnya untuk petani, harga geomembran masih terbilang cukup mahal. Akibatnya, alat penting ini sulit diakses oleh para petambak garam tradisional. Oleh karena itu, dukungan dan afirmasi konkret dari pemerintah pusat dan daerah sangat dinantikan,” tuturnya menyoroti kesenjangan ini.
Ia kemudian mendesak pemerintah daerah agar segera mengambil tindakan nyata untuk menggerakkan nilai ekonomi garam. Terutama, fokus harus dipusatkan di wilayah sentra produksi utama seperti Pati, Rembang, Demak, Brebes, Jepara, Purworejo, Cilacap, dan Kebumen. “Sementara itu, pada level kebijakan nasional, kita akan terus mendesak pemerintah agar konsisten mengurangi impor garam dan benar-benar berkomitmen menuju swasembada garam,” pungkas Kholik menutup wawancara.
