BEKASI, Desapenari.id – Wali Kota Bekasi, Tri Adhianto, secara mengejutkan mulai mewajibkan penggunaan bahasa Inggris dalam setiap kegiatan pemerintahan. Langkah berani ini langsung menjadi buah bibir karena merupakan bagian dari upaya dramatis meningkatkan kapasitas aparatur sipil negara (ASN) di kota tersebut.
Kebijakan kontroversial sekaligus inovatif ini pertama kali diuji coba secara nyata saat Tri Adhianto dengan percaya diri memimpin sebuah rapat krusial. Rapat tersebut membahas proyek ambisius pengolahan sampah menjadi energi listrik (PSEL) yang digelar di Gedung Teknis Pemerintah Kota Bekasi, Rawalumbu, pada Jumat (24/4/2026). Momen ini menjadi tonggak sejarah baru bagi birokrasi di Bekasi.
Yang lebih mengejutkan lagi, dalam rapat tersebut, tidak hanya Wali Kota Tri yang tampil fasih berbahasa Inggris. Seluruh peserta rapat dengan antusias mengikuti kebijakan ini, termasuk jajaran petinggi PT Wangneng Bekasi Environment Nusantara. Tak ketinggalan, Kepala Dinas Lingkungan Hidup (DLH) Kiswatiningsih serta Kepala Dinas Bina Marga dan Sumber Daya Air (DBMSDA) Idi Susanto pun ikut serta dalam percakapan global ini. Suasana rapat pun terasa lebih internasional dan dinamis!
“One Day English”: Revolusi Belajar yang Mendunia
Lebih lanjut, Tri Adhianto dengan penuh semangat menjelaskan bahwa kebijakan “one day English” ini bukan sekadar gimmick belaka. Menurutnya, program ini merupakan bagian integral dari proses pembelajaran berkelanjutan yang dirancang khusus bagi seluruh ASN di lingkungan Pemerintah Kota Bekasi.
“Hari ini, kami dengan bangga memasuki minggu kedua pelaksanaan program Pemerintah Kota Bekasi untuk mewajibkan berbahasa Inggris dalam satu hari penuh. Dan tentu ini adalah sebuah proses panjang yang terus kami evaluasi,” ujar Tri dengan tegas dalam keterangan resminya, Jumat.
Dari sudut pandang Wali Kota yang visioner ini, penggunaan bahasa Inggris dalam forum-forum resmi pemerintah menjadi sebuah langkah strategis yang tidak bisa ditawar lagi. Pasalnya, kemampuan komunikasi global ini akan menjadi kunci utama untuk meningkatkan daya saing ASN, terutama dalam menghadapi berbagai kerja sama internasional yang semakin kompleks.
Sebagai contoh nyata, Tri kemudian mengungkapkan bahwa kebutuhan mendesak akan kemampuan bahasa Inggris ini semakin terasa relevan seiring dengan kerja sama strategis yang dijalin dengan perusahaan raksasa asal China, Wangneng. Kerja sama ini fokus pada pengembangan energi bersih yang berbasis pada pengolahan sampah perkotaan.
“Tentunya, kami dengan tekad bulat ingin terus belajar dan secara konsisten meningkatkan diri. Oleh karena itu, komunikasi yang efektif perlu kita bangun bersama agar tidak ada lagi jeda atau hambatan dalam berbagai pertemuan bisnis,” tegas Tri kepada seluruh jajarannya.
Berlajar dari China: ASN Bekasi Tak Mau Ketinggalan
Sembari menjelaskan situasi di lapangan, Tri mengakui bahwa pihak perusahaan mitra dari China tersebut saat ini masih menyediakan penerjemah profesional dalam bahasa Inggris. Namun, semangat Pemkot Bekasi berbeda! Mereka tetap bertekad mempersiapkan diri secara maksimal agar tidak selamanya bergantung pada penerjemah. Target utamanya adalah mampu menyampaikan ide-ide dan gagasan-gagasan cemerlang secara langsung tanpa perantara.
“Kami harus mampu menelaah setiap detail, meresap berbagai masukan, dan kemudian menyampaikan ide-ide gagasan kita secara lugas. Dengan begitu, harapan bersama untuk mencapai kesepakatan bisa lebih cepat terwujud,” ucapnya dengan optimisme tinggi.
Tri pun menegaskan kembali komitmennya bahwa peningkatan kualitas sumber daya manusia ASN akan terus dilakukan secara berkelanjutan tanpa henti. Bahkan, ia berharap besar bahwa seluruh lapisan masyarakat Kota Bekasi juga dapat segera beradaptasi dengan perubahan-perubahan progresif ini.
“Kami tidak akan pernah berhenti meng-upgrade diri, dan harapan besar kami, masyarakat Kota Bekasi pun bisa hidup bersimbiosis dan dengan cepat beradaptasi dengan era global ini,” ujarnya mengajak.
Lebih jauh lagi, Tri menyebut bahwa penguasaan bahasa asing ini bukan hanya membuat keren, melainkan menjadi bagian dari strategi jangka panjang yang matang untuk menarik investasi asing sebanyak-banyaknya ke daerah.
“Kami tidak pernah puas dan berhenti belajar agar mampu menarik investasi sebesar-besarnya. Memang ini bukan satu-satunya faktor penentu, tapi bahasa Inggris ini menjadi pendorong utama yang sangat penting,” jelasnya dengan argumentasi yang kuat.
Menggali lebih dalam, Tri mengungkapkan bahwa sejak tahun 2023 lalu, pihaknya telah secara sistematis menyiapkan sekitar 500 pegawai bertalenta yang memiliki wawasan global mumpuni. Persiapan matang ini semakin diperkuat dengan berbagai capaian membanggakan yang telah diterima Kota Bekasi. Kota ini kini dikenal sebagai kota yang inovatif sekaligus harmonis dalam berbagai indeks penilaian nasional.
“Prestasi-prestasi inilah yang menjadi modal dasar terkuat kami dalam rangka menggairahkan dan menarik investasi ke Kota Bekasi,” tambahnya dengan penuh keyakinan.
Langkah Nyata: Pre-test, Pelatihan, hingga Insentif Jabatan!
Ke depannya, Pemkot Bekasi tidak akan berhenti hanya pada imbauan. Mereka akan melakukan penguatan kemampuan bahasa Inggris secara lebih terstruktur dan masif. Dalam waktu dekat, pihaknya akan menggelar pre-test atau ujian awal yang menyasar semua kepala dinas, sekretaris daerah, hingga staf-staf muda yang dinilai memiliki kemampuan dasar bahasa Inggris yang bisa diasah.
Pelatihan intensif ini sendiri direncanakan akan berlangsung selama empat bulan penuh. Menariknya, program ini akan melibatkan perguruan tinggi terbaik yang ada di Kota Bekasi sebagai mitra pelaksana.
“Hampir 12 universitas di Bekasi sudah terdaftar dan siap dengan sukarela melatih ASN kita agar kemampuan berbahasa Inggris mereka bisa lebih baik lagi,” ujar Tri dengan nada bangga.
Ia menambahkan, hasil dari pelatihan nanti akan dievaluasi secara ketat melalui perbandingan skor kemampuan sebelum dan sesudah mengikuti pelatihan (pre-test dan post-test). Program unggulan ini juga akan diperluas secara bertahap hingga menyentuh level eselon yang lebih rendah. Bahkan, kemampuan berbahasa Inggris secara resmi akan menjadi salah satu indikator penting dalam penilaian jabatan dan kenaikan pangkat ASN!
Tak Cuma Inggris: Siap-siap Belajar Bahasa Jepang!
Kejutan belum berakhir! Tri mengumumkan bahwa Pemkot Bekasi tidak hanya berhenti pada bahasa Inggris. Mereka juga berencana untuk mulai mengenalkan bahasa Jepang kepada para pegawai. Hal ini merupakan bagian dari program penyiapan tenaga kerja andal yang siap dikirim ke luar negeri.
Langkah ini sejalan dengan kerja sama erat antara Pemerintah Kota Bekasi dan Kota Izumisano di Jepang. Kerja sama ini secara resmi membuka peluang kerja yang luas bagi warga Bekasi di berbagai sektor unggulan.
“Ada sektor manufacturing, konstruksi besi dan baja, pengelolaan bandara, hingga pertanian modern. Masih sangat banyak ruang yang bisa kita manfaatkan bersama,” kata Tri membeberkan peluang.
Di akhir pernyataannya, Tri berharap bahwa langkah-langkah berani ini dapat mendorong masyarakat, khususnya generasi muda Bekasi, untuk memiliki wawasan global yang tajam dan siap menghadapi perubahan zaman yang begitu cepat.
“Yang paling penting saat ini adalah kita bersama-sama mempersiapkan diri, mempersiapkan anak-anak kita, dan juga para ASN, agar semuanya berwawasan global dan tidak tergilas roda perubahan,” tutupnya dengan pesan yang menginspirasi.
